Bhubaneswar: Waaree Energies Limited has clarified the reasons behind its recent decision to realign certain components of its ₹25,000-crore solar manufacturing project originally planned in Odisha, citing challenges in power availability as the key constraint.
In a letter addressed to Odisha Industries Secretary Hemant Sharma, the company’s CEO Amit Paithankar stated that the delay in securing adequate power supply posed a risk to timely project execution and could adversely affect stakeholders. “Considering the situation on the ground and in the larger interest of all stakeholders, our Board has approved a strategic realignment of our planned 6 GW integrated solar manufacturing facility across multiple locations. This move is intended to ensure timely execution in line with the objectives of our public offering,” he wrote.
The clarification comes days after Waaree announced that it would establish new facilities in Gujarat, Maharashtra, and Tamil Nadu—raising concerns over whether Odisha was being sidelined. Under the revised plan, the company will set up a 3 GW solar module unit at Samakhiali in Gujarat, while the remaining 3 GW capacity may be developed either in Gujarat, Tamil Nadu, or another location. Additionally, a 6 GW solar cell plant will be built in Unn (Gujarat) and a wafer and ingot facility in Nagpur (Maharashtra).
Addressing the speculation, Paithankar emphasized that the company is not withdrawing from Odisha. “Our commitment to Odisha remains unchanged. Construction work has already begun on the allotted land in Dhenkanal, and the project continues to progress. We value the active support of the Odisha government and see the state as a strategic part of our long-term growth plans,” he stated.
The solar manufacturing project, which was cleared by the Odisha High-Level Clearance Authority (HLCA) in April 2023, received its ceremonial launch in December 2024 in the presence of Science and Technology Minister Krushna Chandra Patra. Planned over 595 acres, the facility aims to create 14,000 jobs and commence production by 2027. It is expected to produce solar modules, panels, and related components with a combined generation capacity of 6 GW.
As one of India’s leading players in photovoltaic module manufacturing, Waaree Energies is aligning its infrastructure expansion with broader national renewable energy targets. The company affirmed that while parts of the manufacturing ecosystem are being relocated, Odisha continues to feature prominently in its clean energy roadmap.
