Union Minister Inaugurates Second State Mining Ministers’ Conference in Bhopal

Bhopal: Pralhad Joshi, Union Minister of Coal, Mines, and Parliamentary Affairs, inaugurated the second State Mining Ministers’ Conference in Bhopal, Madhya Pradesh, marking a significant step toward making India’s mineral sector ‘Aatma Nirbhar’ and promoting sustainable mining practices. Chief Minister of Madhya Pradesh, Dr. Mohan Yadav, attended the event as the Chief Guest, joined by Mines Ministers from various states, and over 80 high-ranking officials.

Minister Joshi highlighted the importance of a self-reliant mining sector, emphasizing that recent reforms initiated by the Ministry of Mines contribute to the economic growth of the nation. The reforms have streamlined the mining sector, leading to ease of doing business. In line with the shift to green energy, the Ministry recently placed 20 critical mineral blocks for auction, supporting energy transition and creating revenue opportunities for state governments.

Chief Minister Dr. Mohan Yadav expressed optimism about the benefits that all states, including Madhya Pradesh, will gain from the mining sector reforms. He emphasized the hidden possibilities in India’s rich underground resources and noted that implementing reforms and adopting innovations would strengthen states economically. The transparent and accountable system in the mining process adds credibility to the sector.

During the conference, Minister Joshi and Chief Minister Yadav visited the exhibition “Beyond Mining.” Minister Joshi was informed that Hindustan Copper Limited (HCL) provided 70,000 copper strips and 775 copper wire rods of 99.99% purity for the construction of the Ram Mandir in Ayodhya.

The Ministry of Mines, focusing on mineral exploration and processing, handed over 87 Mineral Exploration reports, including 50 G2/G3 reports and 37 G4 geological memorandums, to state governments. The notification of rules to implement the Exploration License (EL) regime was unveiled, along with the finalization of 20 mineral blocks for EL auction. Offshore mineral block reports and heavy mineral blocks were also handed over, along with accreditation certificates to newly notified private exploration agencies.

Minister Joshi launched the Average Sale Price (ASP) module, an online platform facilitating real-time data submission and easing the generation of ASP. He also launched a new template for Star Rating of Mines, providing a comprehensive online platform for industry feedback and experience-based ratings for small and large mines separately.

Recognizing the efforts of state governments in the auction process, Madhya Pradesh secured the first rank for the year 2022-23 and received an award of appreciation. Delegations from Chhattisgarh, Andhra Pradesh, and Karnataka also received awards.

The conference included technical sessions where different state governments shared their best practices in the mining sector. Sessions focused on mining reforms of 2023, exploration licenses, critical minerals, offshore mining, and the National Mineral Exploration Trust (NMET).

A Coffee Table book showcasing the activities of the District Mineral Foundation (DMF), a vital component for sustainable mining, was released during the conference. The book highlights 40 stories of interventions to ensure welfare, development, and livelihood in areas affected by mining.

The conference provided a platform for meaningful discussions and policy exchange, fostering cooperation and sustainable practices in the mining sector.
