Union Cabinet Approves ‘One Nation One Subscription’ to Boost Access to Scholarly Research

New Delhi: The Union Cabinet, led by Prime Minister Narendra Modi, has approved the groundbreaking One Nation One Subscription scheme, a central initiative aimed at providing nationwide access to scholarly research articles and journal publications. The scheme, designed to streamline and expand access to academic resources, will cater to government-run higher education institutions and central government R&D laboratories through a fully digital platform.

The scheme has been allocated ₹6,000 crore for three calendar years—2025, 2026, and 2027. This funding underscores the government’s commitment to fostering a culture of research, innovation, and equitable access to high-quality education across India, aligning with the broader goals of Viksit Bharat@2047, the National Education Policy (NEP) 2020, and the Anusandhan National Research Foundation (ANRF).

Administered by the Information and Library Network (INFLIBNET), an autonomous inter-university center under the University Grants Commission (UGC), the initiative will benefit over 6,300 institutions, potentially impacting nearly 1.8 crore students, faculty, and researchers. The scheme aims to bridge educational and research gaps, particularly in tier-2 and tier-3 cities, by enabling interdisciplinary research and core subject advancements.

Key Features of the Scheme:

  • Comprehensive Access: The scheme provides a national subscription to a wide array of scholarly journals and publications, promoting research across disciplines.
  • Digital Integration: Institutions will access resources via a unified portal, ensuring a seamless user experience.
  • Inclusive Outreach: Information, Education, and Communication (IEC) campaigns will raise awareness about the scheme, maximizing its usage. State governments will also be involved in amplifying the initiative’s reach.

The One Nation One Subscription initiative complements other government efforts, including the ANRF, to enhance research output and innovation. The ANRF will periodically monitor the usage of resources and evaluate publications authored by Indian researchers benefiting from the scheme.
