New Delhi: In a strategic move to fortify India’s position as a manufacturing powerhouse synonymous with best-in-class quality products, the Government of India, through the Department for Promotion of Industry and Internal Trade (DPIIT), has introduced a series of Quality Control Orders (QCOs). These orders focus on critical products, such as Electrical Accessories, Laboratory Glassware, Hinges, Copper Products, and Door Fittings, impacting consumer safety and adherence to international quality standards.
The primary objective of these QCOs is to ensure the production and circulation of superior and safety-compliant ‘Made in India’ products. This initiative aligns with the government’s mission to develop a robust quality ecosystem, fostering economic growth and development. By implementing stringent quality standards, India aims to gain a greater share of the global manufacturing market, attract investments, and prevent the circulation of sub-standard products in the domestic market.
Under the visionary leadership of Prime Minister Shri Narendra Modi, the government envisions the ‘Made in India’ brand to be synonymous with internationally recognized brands, offering premium-quality products. The guiding principle is to instill confidence globally, ensuring that products from India stand out in terms of excellence.
The DPIIT’s focus on QCOs is part of a comprehensive strategy to enhance consumer product safety, prevent sub-standard products, and boost India’s export competitiveness. The implementation of QCOs aligns with the Technical Barriers to Trade (TBT) Agreement of the World Trade Organisation (WTO), allowing countries to take necessary measures to maintain the quality of exports, protect life, and safeguard the environment.
Key products covered by recent QCOs include ‘Steel Wires/Strands, Nylon Wire Ropes and Wire Mesh,’ ‘Hinges,’ ‘Safes, Safe Deposit Locker Cabinets, and Key Locks,’ ‘Laboratory Glassware,’ and ‘Electrical Accessories.’ These products, integral to daily activities, highlight the critical need for well-defined quality standards to ensure safety and prevent unforeseen incidents.
The Bureau of Indian Standards (BIS), serving as the National Standard Body, plays a pivotal role in harmonizing standards with international benchmarks. While BIS standards are for voluntary compliance, QCOs notified by the Central Government, under the DPIIT, are mandatory, emphasizing safety and quality.
Implementation of QCOs involves a meticulous process, including stakeholder engagement, consultations with industry experts, and approval from relevant authorities. The finalization of QCOs is followed by legal vetting and a 60-day period for comments from WTO member countries. This extensive process ensures that QCOs are comprehensive, industry-friendly, and aligned with global standards.
Violation of QCO provisions can attract penalties, including imprisonment and fines, reinforcing the government’s commitment to stringent quality standards. DPIIT’s continuous engagement with industry stakeholders ensures that QCOs are well-received and contribute to the development of a robust quality ecosystem.
The government’s emphasis on ‘Zero Effect, Zero Defect’ aligns with the reimagined focus on quality to avoid accidents, fostering consumer trust. QCOs are poised to play a pivotal role in enhancing the credibility and value of ‘Made in India’ products, promoting indigenous brands, and contributing to the vision of ‘Aatmanirbhar Bharat’ – a self-reliant India.
