CM Pema Khandu Unveils Arunachal Pradesh’s Biodiversity Action Plan to Strengthen Conservation Efforts

Itanagar: Chief Minister Pema Khandu on Thursday launched the “Arunachal Pradesh State Biodiversity Strategy and Action: A People’s Plan,” a comprehensive initiative aimed at advancing conservation efforts and fulfilling the objectives of the Pakke Declaration. The strategy sets a roadmap for achieving National Biodiversity Targets while empowering local communities to take an active role in preserving the state’s rich ecological heritage.

The newly introduced State Biodiversity Action Plan (SBAP) outlines targeted measures to involve district administrations, indigenous groups, and environmental stakeholders in protecting Arunachal Pradesh’s natural resources. Officials noted that this initiative aligns with the Pakke Tiger Reserve 2047 Declaration, which was adopted in 2021 as a commitment to making Arunachal Pradesh climate-resilient and environmentally sustainable.

During the launch, Khandu acknowledged the World Wildlife Fund (WWF), the State Biodiversity Board, and the Environment and Forests and Climate Change Department for their contributions in shaping the plan. He emphasized that this action plan embodies the principle of “Sabka Saath, Sabka Vikas, Sabka Vishwas, and Sabka Prayas”, ensuring inclusive, community-driven growth while prioritizing environmental preservation.

“This strategy builds upon the five key themes of the Pakke Declaration—environment, climate resilience, well-being, sustainable livelihoods, and collaborative action. It also strengthens India’s Sustainable Development Goals (SDGs), positioning Arunachal Pradesh as a leader in conservation,” said Khandu.

He further highlighted that Prime Minister Narendra Modi has consistently promoted a balanced approach to development and environmental conservation. Citing initiatives such as LiFE (Lifestyle for Environment), the National Mission for Green India, Jal Jeevan Mission, Namami Ganga, and the International Solar Alliance, Khandu noted that these programs reinforce the state’s biodiversity strategy while fostering sustainable economic growth.

Reflecting on the origins of the action plan, Khandu recalled attending the inception workshop in 2022, where he had proposed developing a formalized biodiversity strategy in book form. “It is encouraging to see how our collaborative efforts have resulted in a comprehensive and well-structured action plan. This will help us drive sustainable development while protecting our state’s invaluable biodiversity,” he stated.

Arunachal Pradesh, known for its diverse geography, indigenous traditions, and rich ecological zones, has long been a haven for wildlife and cultural heritage. Khandu pointed out that the wisdom of local communities has played a crucial role in maintaining harmony with nature, and this action plan will further strengthen conservation initiatives while setting a global benchmark for environmental stewardship.

The Chief Minister assured stakeholders that implementing the action plan would be a top government priority. He announced the establishment of a dedicated monitoring cell within the Chief Minister’s Office (CMO) to oversee the execution of biodiversity conservation initiatives and projects outlined in the state Budget 2025-26. The plan will be implemented at all levels, including gram panchayats, ensuring community engagement at the grassroots.

Khandu urged citizens to actively participate in conservation efforts, emphasizing that biodiversity protection is a shared responsibility. “The success of this plan does not rest solely with the government—it depends on all of us. Until we take ownership of our environment, no policy will be truly effective,” he remarked, calling for a collective commitment toward safeguarding Arunachal Pradesh’s natural heritage for future generations.
