Odisha Revenue Department to Launch ‘Tahasil at Doorstep’ Programme for Village-Level Service Delivery

Bhubaneswar: The Odisha Revenue and Disaster Management Department is set to roll out a major grassroots outreach initiative titled “Ama Gaaanre Ama Tahasil” aimed at taking revenue services directly to villages and panchayats across the state.

The decision was taken during a high-level review meeting chaired by Revenue and Disaster Management Minister Suresh Pujari at Lok Seva Bhawan, where the department’s achievements over the past two years and future action plans were discussed in detail.

Emphasising citizen-centric governance, the Minister said the true measure of success lies not in administrative claims but in how effectively government schemes and services benefit common people. He directed officials to ensure that revenue services become more accessible, transparent and responsive at the grassroots level.

As part of the new initiative, Tahasil Camp Courts will soon be organised at village and panchayat levels to resolve public grievances and provide on-the-spot revenue services. These camps will offer services such as correction of Record of Rights (RoR), land demarcation and other revenue-related assistance, reducing the need for citizens to frequently visit Tahasil offices.

The Minister instructed officials to ensure prompt disposal of grievances through these mobile camps and strengthen public outreach regarding government revenue services.

During the meeting, it was also decided that senior state-level officers would be assigned as nodal officers for different districts. They will undertake field visits, stay overnight in districts and directly interact with citizens to assess the delivery of revenue services and create awareness about public welfare schemes under the department.

The meeting further discussed simplification of rules related to conversion of agricultural land classification (Kisama) in urban areas to facilitate smoother service delivery and administrative processes.

Officials informed that more than 2.5 crore revenue services have been delivered under the Odisha Right to Public Services (ORTPS) Act during the last two years. The department plans to further improve efficiency and citizen convenience in the coming days.

The department also announced plans to formulate and implement a new Rehabilitation and Resettlement (R&R) framework for displaced persons.

Among those present at the meeting were Additional Chief Secretary of the Revenue and Disaster Management Department Arabinda Padhee, Executive Director of Odisha State Disaster Management Authority Dr. Kamal Lochan Mishra, and senior departmental officials.
