Bhubaneswar: In a landmark decision aimed at transforming public transportation in rural Odisha, the State Cabinet has approved the rollout of the Mukhyamantri Bus Seva (MBS) — a comprehensive scheme designed to provide safe, reliable, affordable, and inclusive transport services to remote and underserved regions.
The MBS initiative is poised to significantly enhance last-mile connectivity, linking rural populations with key business districts, educational institutions, medical centers, and public service hubs both within and beyond the state. The scheme underscores the government’s commitment to inclusive growth and social equity, recognizing transport as a critical enabler of development.
One of the standout features of the MBS is its fare concession policy. Eligible beneficiaries — including women, transgender individuals, students, persons with disabilities, and senior citizens — will receive a 50% discount on ticket fares across both AC and Non-AC buses. This move is expected to enhance mobility for vulnerable groups while promoting gender inclusiveness and social security.
All MBS buses will be equipped with cutting-edge safety features, including:
- CCTV surveillance
- Live vehicle tracking
- Passenger information systems
- Panic buttons
- Advanced Driver Assistance System (ADAS)
These features aim to ensure passenger safety, improve route efficiency, and enable real-time monitoring, in line with modern standards of public transportation.
Beyond mobility, the scheme is expected to drive local employment generation and support small-scale industries. By implementing a Gross Cost Contract Model, as per guidelines of NITI Aayog, Ministry of Road Transport and Highways, and Ministry of Housing and Urban Affairs, the government is also ensuring financial sustainability and operational efficiency.
A dedicated institutional mechanism has been established for the management and evaluation of the service. An Evaluation Committee will periodically review the scheme’s performance and suggest course corrections to maintain high service quality.
The Mukhyamantri Bus Seva has been approved for implementation until FY 2032-33, with provisions for extension based on citizen feedback and performance reviews. The initiative aligns with Odisha’s broader vision of equitable rural development, digital integration, and public service modernization.
