Bhubaneswar/New Delhi: Odisha has presented an ambitious urban development roadmap worth over ₹5,000 crore at the first National Apex Committee meeting on the Urban Challenge Fund (UCF), positioning itself as a frontrunner in sustainable and technology-driven urban transformation.
The meeting, chaired by Union Housing and Urban Affairs Minister Manohar Lal Khattar in New Delhi, reviewed urban development proposals and reform initiatives from various states.
Representing Odisha, Additional Chief Secretary of the Housing and Urban Development Department Usha Padhee presented a portfolio of five major infrastructure projects aimed at building resilient, inclusive and future-ready cities across the state.
According to officials, the proposed projects focus on integrated urban infrastructure, improved civic services, mobility enhancement and sustainable urban living. The roadmap also prioritises climate resilience through scientific drainage systems, flood mitigation measures, expansion of green spaces and sustainable water management initiatives.
The state government highlighted its emphasis on digital governance and the integration of smart technologies to improve efficiency, transparency and responsiveness in urban administration and municipal service delivery.
Speaking at the meeting, Usha Padhee said Odisha’s vision extends beyond conventional infrastructure development and focuses on creating durable urban ecosystems that balance economic growth with environmental sustainability and social inclusion.
The roadmap also aims to ensure equitable access to urban services for vulnerable sections, including women, street vendors and economically weaker communities.
Officials said the National Apex Committee appreciated Odisha’s proactive planning, governance reforms and implementation-driven approach in the urban sector. The state’s presentation was recognised as a model for integrated and forward-looking urban development.
Senior officials from the Ministry of Housing and Urban Affairs and representatives from various states attended the meeting, where Odisha was acknowledged among the leading performers in urban transformation initiatives.
