Union Minister Ashwini Vaishnaw Launches Indian Railways Construction Manual, 2023

New Delhi: In a significant development for the Indian Railways, Ashwini Vaishnaw, the Union Minister of Railways, Communications, and Electronic & Information Technology, unveiled ‘The Indian Railways Construction Manual, 2023′ today in New Delhi. The manual, spanning various critical aspects, was launched with the aim of streamlining activities such as land acquisition, forest clearance, bridge design, contract management, tunnel construction, and road flyover/under bridges.

Addressing the audience at the launch, Minister Ashwini Vaishnaw emphasized the pivotal role of the construction manual in advancing the objectives of the Indian Railways, stating, “This manual would help us to achieve becoming the world’s fastest-growing rail network.” He highlighted that the manual’s updated version is aligned with contemporary needs and incorporates significant reforms, marking a departure from the previous version, which dated back to around 1960.

Under the leadership of Prime Minister Narendra Modi, the focus on the railways has been unwavering, with a spotlight on the construction of new tracks and stations. Minister Vaishnaw underscored the manual’s key role in this mission, particularly in the context of incorporating new reforms such as Engineering, Procurement, and Construction (EPC) contracts, standardizing bridge construction, and execution of signaling, electrical, and non-interlocking works.

The unveiling of the manual comes in response to the ambitious National Rail Plan, which outlines the need for Indian Railways to develop capacity by 2030 to meet growing demand until 2050. The plan necessitates an accelerated pace in building railway infrastructure, including the commissioning of super-critical and critical projects, the construction of new lines, completion of gauge conversion, multi-tracking, and various other works.

Recognizing the imperative for guidance, especially for construction officials, the manual has been meticulously prepared in simple language to ensure easy comprehension by field officials. This move is poised to enhance efficiency, standardize procedures, and contribute to the realization of Indian Railways’ ambitious goals for expansion and modernization.
