Union Cabinet Approves Development of National Maritime Heritage Complex at Lothal, Gujarat

New Delhi: The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the development of the National Maritime Heritage Complex (NMHC) at Lothal, Gujarat, a significant step towards preserving and showcasing India’s rich maritime history. The project will be completed in two phases, with Phase 1A already underway.

The Cabinet has also given in-principle approval for Phase 1B and Phase 2, as per the master plan, with funds to be raised through voluntary contributions and other resources. The Light House Museum, a key feature under Phase 1B, will be funded by the Directorate General of Lighthouses and Lightships (DGLL).

To oversee the future phases, a separate society will be established under the Societies Registration Act, 1860, with a Governing Council chaired by the Minister of Ports, Shipping & Waterways. This council will manage the implementation, development, and operations of the NMHC.

Currently, Phase 1A of the project is over 60% complete and is set to be finished by 2025. Phases 1A and 1B are being developed under the EPC (Engineering, Procurement, and Construction) model, while Phase 2 will be implemented through land subleasing/PPP to establish NMHC as a world-class heritage museum.

The NMHC project is expected to generate approximately 22,000 jobs, including 15,000 direct employment opportunities and 7,000 indirect jobs.

The NMHC will serve as a vital resource for local communities, tourists, researchers, scholars, government bodies, and educational and cultural organizations. It is poised to boost growth in the region, benefiting not only the local economy but also enhancing global recognition of India’s maritime legacy.
