UGC Introduces Stricter Guidelines for Fitness Grant Eligibility to Colleges

New Delhi: The University Grants Commission (UGC) has unveiled a robust framework known as the UGC (Fitness of Colleges for Receiving Grants) Rules, 2024, signaling a stringent approach to grant eligibility for colleges encompassed by Section 2(f) of the UGC Act, 1956. These rules, slated to be effective upon their official publication in the gazette, outline specific conditions that colleges must meet to qualify for grants from the Central Government, the University Grants Commission (UGC), or any other organization receiving funds from the central government.

According to an official UGC notification, colleges falling under the jurisdiction of these rules will be officially designated as fit to receive grants if they satisfy the stipulated conditions. The key prerequisites include:

  1. Inclusion under Section 2(f) of the UGC Act, 1956: Both the college and its affiliating university must fall within the ambit of Section 2(f) of the UGC Act, 1956.
  2. Accreditation: The college must possess valid accreditation from either the National Assessment and Accreditation Council (NAAC) or the National Board of Accreditation (NBA). For colleges offering more than three programs, at least 60% of the total eligible programs must be accredited. If the college offers fewer than three programs, each eligible program must have accreditation.
  3. National Institutional Ranking Framework (NIRF): Colleges should secure a position in the NIRF ranking within their respective categories.
  4. Institute Development Plan: The college or sponsoring body must have a comprehensive institute development plan delineating its developmental proposals.
  5. Financial Resources: Adequate financial resources must be available to the college or sponsoring body to meet operational requirements.
  6. Fee Structure: The college should only charge fees prescribed by the appropriate authority at the Central/State level, University, or college. It is prohibited from imposing capitation fees or unauthorized charges.
  7. Teaching Staff Criteria: An undertaking, duly endorsed by the university, is required to confirm that not less than 75% of sanctioned/required teaching posts adhere to relevant Regulatory Council norms. Teachers must be remunerated in line with UGC/State Government/regulatory authority norms or Pay Scale, as applicable, with strict adherence to reservation policies.

These stringent rules aim to ensure a higher degree of transparency and accountability in the allocation of grants, emphasizing the need for colleges to meet specific benchmarks for eligibility. The guidelines are designed to enhance the integrity of the grant allocation process, promoting adherence to defined standards in academic and operational realms. Colleges are expected to align with these regulations to qualify for grants from the designated authorities.
