Bhubaneswar: In a major step towards strengthening the institutional framework for the promotion and preservation of Odia language, literature and culture, the State Cabinet has approved the recruitment and promotion rules for the newly constituted Odisha Culture Development Service.
The new service cadre was created following a Cabinet decision and formally constituted under the Odia Language, Literature and Culture Department through Notification No. 1323 dated February 19, 2024. The cadre was formed by restructuring the existing District Culture Officer cadre, providing clearer promotional avenues and career progression for officers working in the cultural sector.
The cadre rules have received due approvals from the General Administration & Public Grievance Department, Finance Department and Law Department, and were subsequently vetted and approved by the Odisha Public Service Commission (OPSC). The proposal also received the approval of the Hon’ble Chief Minister.
With the State Government placing renewed emphasis on the promotion of Odia literature and cultural heritage, Culture Development Officers are expected to play a pivotal role in implementing various developmental and promotional initiatives at the grassroots level. Their responsibilities will include preserving traditional art forms, promoting cultural institutions, and addressing emerging challenges related to cultural conservation in a rapidly changing social landscape.
The approval of recruitment and promotion rules is expected to ensure a well-structured, professional and motivated cadre, capable of effectively supporting the State’s cultural vision and strengthening Odisha’s rich linguistic and cultural identity.
