Odisha Strengthens Urban Governance to Achieve ‘Viksit Odisha’ Vision

Bhubaneswar: In a major push for urban transformation, the Housing & Urban Development (H&UD) Department of Odisha convened its Monthly ULBs Meeting, reaffirming its commitment to Perform, Reform, and Progress towards the vision of Viksit Odisha.

Presiding over the meeting, Principal Secretary H&UD, Usha Padhee, urged all Urban Local Bodies (ULBs) to accelerate reforms and implement a holistic approach to urbanization. She underscored the importance of efficient public service delivery, particularly in affordable housing, infrastructure development, financial sustainability of ULBs, and improving basic amenities such as roads, water supply, sanitation, and public spaces.

Senior officials, including Director of Municipal Administration Arindam Dakua, Special Secretaries, Additional Secretaries, and the Joint Secretary, presented strategic roadmaps with clear timelines to ensure the effective execution of policies across all 115 ULBs, District Urban Development Agencies (DUDA), and Development Authorities.

A key focus of the discussions was the state’s reform-driven urban governance model, emphasizing capacity building, digital governance, and community participation. The government reiterated its goal to make Odisha’s urban centers more livable, resilient, and inclusive by deploying data-driven strategies for waste management, sanitation, and municipal services.

“Urbanization is not just about expanding cities but about ensuring quality living standards for all,” stated Usha Padhee. “Through structured reforms, technological advancements, and participatory governance, we are committed to building a resilient and prosperous Urban Odisha.”
