Bhubaneswar: The Utkarsh Odisha – Make in Odisha Conclave 2025 hosted a pivotal sectoral session on Healthcare, Pharma, and Biotechnology, where leading industry players expressed investment intent totaling INR 4,349 crores. The session, titled “Universal Health and Wellness in Odisha,” showcased the state’s commitment to advancing healthcare, pharma, and biotechnology through innovation and investment.
The Odisha government, in partnership with the Union Government, is fostering a supportive environment for biotechnology business and research to elevate the socio-economic conditions of the people, said Food Supply & Consumer Welfare, Science & Technology Minister Krushna Chandra Patra. He emphasized that the newly launched Odisha Biotechnology Policy 2024 focuses on both basic and applied research, encouraging collaboration between industry, academia, and society.
“Utkarsh Odisha provides the right platform to highlight the limitless opportunities and aspirations of our state. Odisha is emerging as a hub for innovation and investment, and we are committed to making it a global leader in healthcare and biotech,” stated Health & Family Welfare Minister Dr. Mukesh Mahaling. He urged private sector players to collaborate with the state in realizing the vision of Utkarsh Odisha-2036 and transforming the lives of millions.
Dr. Mahaling also highlighted the state’s plans to expand super-specialty hospitals, healthcare facilities, and the production of affordable medicines, vaccines, and medical devices. He also emphasized the development of the healthcare workforce, with plans to recruit 5,000 doctors and 1,200 nurses to strengthen the sector.
A key highlight of the session was a panel discussion on “Skilling in the Health Sector for Utkarsh Odisha – 2036,” featuring experts such as Dr. Manash Ranjan Sahoo, Vice-Chancellor of Odisha University of Health Sciences, and Prof. Arun Kumar Das. The panel discussed strategies to position Odisha as a leader in healthcare, pharma, and biotech by fostering innovation and skill development.
In terms of medical education, Odisha is making significant strides, with 12 functional medical colleges and 8 operational nursing colleges. Two more medical colleges and 7 additional nursing colleges are in the pipeline. Odisha is one of the few states offering dialysis services at sub-divisional hospitals and CHCs, ensuring access to critical healthcare services.

These investments are set to significantly boost Odisha’s healthcare, pharma, and biotech sectors, aligning with the vision of Vikashit Odisha 2036.
