
Bhubaneswar: Odisha is charting a bold new course in maritime development, positioning itself as a rising hub in India’s coastal economy through policy-driven reforms and infrastructure expansion. Spearheaded by the Odisha Maritime Board under the Commerce & Transport Department, the state’s focused efforts are transforming its ports into engines of economic growth, trade, and industrial integration.
With non-major ports achieving a combined cargo handling capacity of 80 million tonnes per annum (MTPA), Odisha’s maritime logistics have witnessed remarkable growth. Dhamra Port led the way in FY 2024–25 with 46.08 MTPA cargo, followed by Gopalpur Port at 6 MTPA—together contributing ₹306.15 crore in revenue to the state. Meanwhile, Paradip Port Authority retained its distinction as India’s largest cargo-handling major port, moving 150.41 MTPA cargo in the same fiscal year.
Key technological upgrades, including advanced port equipment and deeper berths, have improved port efficiency, enhanced Odisha’s export-import capabilities, and boosted global trade connectivity via Dhamra and Gopalpur ports. Domestically, better coastal shipping and feeder service networks are strengthening last-mile logistics to industrial and agricultural zones across the state.
The state has also inked major concession agreements to support long-term industrial growth through tailored maritime infrastructure. A new agreement with JSW Utkal Steel Ltd. will facilitate the development of a captive jetty for its integrated steel plant, bringing in ₹2,104 crore in investment and creating approximately 3,450 direct and indirect jobs. Another key revision allows Gopalpur Ports Ltd. to transition 95% equity to Adani Ports & SEZ, unlocking a massive ₹16,554 crore investment and generating employment for about 5,000 people.
Odisha’s maritime development model integrates sustainability, safety, and skill-building with economic growth. The state has introduced realistic ship operation simulators at Crew Training Institute Chandbali and Odisha Maritime Academy to meet the growing demand for a skilled workforce. Additionally, around 35,000 life-saving devices—including lifebuoys, jackets, and fire extinguishers—have been distributed to boat owners at a 95% subsidy to enhance inland water transport safety.
With a focus on integrated logistics and inclusive regional development, Odisha’s maritime strategy is bridging coastal disparities and driving growth in aspirational districts. Backed by clear policy vision and future-ready infrastructure, the state is firmly aligning its maritime ambitions with the broader national goal of a Viksit Odisha by 2036 and a Viksit Bharat by 2047.
