Odisha Reviews TCF Partnership to Accelerate Viksit Odisha Vision 2036 Implementation

Bhubaneswar: The Odisha Government on Wednesday reviewed the progress of its collaboration with The Convergence Foundation (TCF) to accelerate the implementation of the Viksit Odisha Vision 2036 | 2047, with Chief Secretary Anu Garg stressing the need for stronger technical support and robust monitoring to achieve the state’s long-term development goals.

The review meeting, held at Lok Seva Bhawan, examined the implementation of the three-year Memorandum of Understanding (MoU) signed between the Planning & Convergence Department and The Convergence Foundation on February 13, 2025. The partnership is aimed at providing strategic policy and technical assistance to support Odisha’s development roadmap.

Addressing the meeting, the Chief Secretary highlighted the importance of establishing effective monitoring systems to track progress under the Vision document. She urged TCF and its partner organisations to provide focused technical assistance in priority sectors so that government programmes deliver measurable outcomes within the stipulated timelines.

Officials informed the meeting that TCF’s portfolio organisations are currently working with multiple departments of the Odisha Government, including Industries, Labour & ESI, Women & Child Development, Housing & Urban Development, Panchayati Raj & Drinking Water, Health & Family Welfare, Tourism, MSME, Skill Development & Technical Education, Higher Education, and School & Mass Education.

The organisations are providing support in areas such as governance reforms, education, women’s empowerment, skill development, urban governance, tourism, mental health, environmental sustainability and economic development.

The review was attended by senior representatives of The Convergence Foundation and its partner organisations, including the Centre for Effective Governance of Indian States (CEGIS), Foundation for Economic Development, Udaiti, Prosperiti, Rocket Learning, Central Square Foundation, GATI Foundation and Atithi. TCF was represented by Chief Operating Officer Praveen Khanghtha and Director (Policy & Government Partnerships) Parikshit Luthra.

Senior officials from the Panchayati Raj & Drinking Water, Higher Education, Skill Development & Technical Education, Sports & Youth Services, MSME and Planning & Convergence departments also participated in the meeting. Consultant to the Office of the Chief Secretary Debendra Kumar Jena coordinated the proceedings.

The meeting reiterated the State Government’s focus on leveraging institutional partnerships and expert support to translate the Viksit Odisha Vision 2036 | 2047 into measurable developmental outcomes across key sectors.
