Odisha Revenue Collection Rises 7.3% to ₹61,593 Crore, CM Pushes for Higher Spending

Bhubaneswar: Odisha’s revenue collection crossed ₹61,500 crore by July this financial year, even as capital spending jumped by more than 20 per cent, prompting Chief Minister Mohan Charan Majhi to call for stronger revenue mobilisation and faster execution of development projects.

Majhi reviewed the functioning of the Finance Department at Lok Seva Bhawan on Tuesday and directed officials to further streamline the revenue collection system while ensuring that funds earmarked for infrastructure and development are utilised without delay.

The state collected ₹61,593 crore from various revenue sources up to July, marking a 7.3 per cent increase over the corresponding period of the previous financial year. Odisha’s own revenue performed better, registering an overall growth of 11.9 per cent during the period.

Own tax revenue increased by 9.3 per cent, while own non-tax revenue recorded a stronger growth of 14.8 per cent compared with July last year.

The revenue profile presented during the meeting showed that 31 per cent of the state’s revenue receipts comes from its share in central taxes. Own tax revenue contributes another 31 per cent, followed by own non-tax revenue at 28 per cent and Central government grants at 10 per cent.

The increase in revenue has been accompanied by higher spending on development programmes. Programme expenditure rose by 19.1 per cent up to July compared with the same period last year.

Capital expenditure also recorded significant growth. Odisha spent ₹11,300 crore under the capital expenditure head by the end of July 2026, against ₹9,399 crore during the corresponding period of the previous financial year, registering a 20.2 per cent rise.

The Chief Minister said the state’s plans to build a prosperous Odisha by 2036 would require sustained investment in infrastructure and development. He stressed that higher revenue mobilisation must go hand in hand with effective utilisation of public funds.

Majhi asked the Finance Department to identify measures to further improve revenue collection and directed other departments to speed up implementation of projects so that allocated funds, particularly under capital expenditure, are utilised more effectively.

He also emphasised the need to maintain the momentum in programme and capital spending while ensuring that expenditure translates into tangible development outcomes for the people.
