Odisha Plans New Revenue Bhawan, Disaster Management Hub in Bhubaneswar

Bhubaneswar: The Odisha Government has set timelines for the construction of key infrastructure projects under the Revenue and Disaster Management Department, including the proposed Revenue Bhawan, Disaster Management Bhawan, a new auditorium complex at the Revenue Officers’ Training Institute (ROTI), and a Special Circuit House in Bhubaneswar.

The projects were reviewed at a high-level meeting chaired by Revenue and Disaster Management Minister Suresh Pujari at Lok Seva Bhawan on Tuesday. Officials from the Odisha Bridge & Construction Corporation (OBCC) and the Works Department presented the proposed architectural designs for the upcoming facilities.

During the review, the Minister said the new infrastructure would strengthen the department’s institutional capacity, improve coordination among agencies and enhance public service delivery across the state.

The meeting was informed that construction of the Revenue Bhawan, proposed near Kalpana Square in Bhubaneswar, is expected to begin shortly. The 10-storey building will house the Board of Revenue Camp Court, courtrooms for revenue case adjudication, an auditorium for departmental meetings and conferences, along with other modern office facilities. Pujari directed officials to complete the project within the next two years.

The Minister also reviewed the design of the proposed Disaster Management Bhawan and instructed officials to lay its foundation stone in August. The building will accommodate the offices of the Special Relief Commissioner (SRC), Odisha State Disaster Management Authority (OSDMA), State Emergency Operations Centre (SEOC), Odisha Disaster Rapid Action Force (ODRAF) and other disaster management agencies under one roof.

Designed as a green and disaster-resilient structure with earthquake-resistant features, the Disaster Management Bhawan will also include a state-of-the-art control room equipped with advanced early warning and emergency response systems. A dedicated media centre will be established to facilitate dissemination of information during disasters, while space will also be provided for agencies such as the National Disaster Management Authority (NDMA), National Disaster Response Force (NDRF), and departments including Energy and Works. The Minister directed that the project be completed within 18 months.

The meeting also reviewed the proposed expansion of infrastructure at the Revenue Officers’ Training Institute (ROTI) at Gothapatna. The plan includes construction of an international-standard auditorium, a new administrative building, a digital library, a Geographic Information System (GIS) laboratory and other modern training facilities.

Reviewing the proposal for a new Special Circuit House in Bhubaneswar, Pujari directed officials to identify suitable land and expedite the project.
