Odisha Partners with IIT Madras to Train Crash Investigating Officers in Scientific Road Safety Methods

Bhubaneswar: To strengthen road safety in the state, the Commerce and Transport Department, Government of Odisha, in collaboration with IIT Madras, conducted a capacity-building session for crash investigating officers. Held at the BMC Conference Hall in Bhubaneswar, the session brought together nearly 35 officers from across districts for an intensive workshop focused on modern, data-driven crash investigation techniques.

The key highlight of the training was the introduction and hands-on application of the Root Cause Analysis Matrix (RCAM) — a structured, scientific methodology for crash investigation. Designed around the 3M&E model (Man, Machine, Method, and Environment), RCAM enables investigators to move beyond conventional practices and adopt a systems-based approach to understanding and preventing road accidents.

Distinguished guests, including Usha Padhee, Principal Secretary of the Commerce and Transport Department, and Amitabh Thakur, Transport Commissioner-cum-Chairman, State Transport Authority, graced the occasion. Their presence underlined the state government’s commitment to enhancing road safety and building institutional capacity for evidence-based interventions.

“Consistent follow-up is essential in every matter. Our individual behaviours and accountability play a critical role in ensuring road safety,” said Usha Padhee, while encouraging the officers to embrace innovation and continuous learning. She reiterated the department’s openness to supporting new ideas that reduce road accidents and save lives.

Transport Commissioner Amitabh Thakur congratulated IIT Madras for their expert contribution and emphasized the role of community awareness and timely investigation. “Every road crash must be thoroughly investigated. At the same time, we all must be vigilant citizens—if we see reckless driving or overloading, speaking up can make a difference,” he said.

Prof. Venkatesh Balasubramanian from IIT Madras led the training and explained the significance of RCAM in enabling officers to collect and analyze crash data from multiple dimensions—human error, mechanical issues, user behaviour, and environmental factors. “RCAM ensures that interventions are designed based on concrete evidence rather than assumptions, ultimately leading to safer roads,” he noted.

The workshop featured real-life case studies and practical sessions, including death audit simulations and crash scene assessments. Officers were trained to identify root causes, collect and interpret data, and communicate their findings effectively. This practical experience reinforced the theoretical components and equipped participants to implement RCAM in the field.

The event concluded with the distribution of certificates to the participating officers, recognizing their dedication to adopting a more scientific and structured approach to crash investigation.

This initiative marks a major step forward in Odisha’s road safety strategy. By embedding data-driven methodologies into crash investigations, the state is laying the foundation for smarter interventions, stronger accountability, and a significant reduction in traffic fatalities.
