Bhubaneswar: In a move aimed at reinforcing Early Childhood Care, Education and Development (ECCED) through cooperative learning, the Governments of Odisha and Meghalaya on Monday signed a Memorandum of Understanding (MoU) to facilitate mutual capacity building, knowledge exchange and adoption of best practices in Early Childhood Development (ECD).
The MoU was signed in the presence of Development Commissioner-cum-Additional Chief Secretary of Odisha, D.K. Singh, and Principal Secretary of Health, Social Welfare, Community & Rural Development Departments and Development Commissioner (Planning) of Meghalaya, Dr. Sampath Kumar. Principal Secretary, Women & Child Development Department, Odisha, Shubha Sarma, and Director, ICDS & Social Welfare, Monisha Banerjee, were also present during the signing ceremony.
The agreement was formally inked by Dr. Sampath Kumar on behalf of the Government of Meghalaya and Ananta Narayan Singh Laguri, Additional Secretary, Women & Child Development Department, Government of Odisha.
Under the MoU, both states will collaborate to strengthen holistic Early Childhood Care, Education and Development interventions, covering key areas such as nutrition, health, early learning, responsive caregiving, community participation and institutional capacity building. The framework enables joint research, exposure visits, documentation of successful models, and capacity development of frontline workers and officials at different levels.
Speaking on the occasion, senior officials emphasised the significance of the early years in shaping lifelong health, learning and well-being, and highlighted the importance of inter-state learning in designing locally relevant and community-driven early childhood solutions.
The partnership aims to leverage Odisha’s experience in community-based and culturally responsive ECD initiatives, alongside Meghalaya’s innovative service delivery models in tribal and geographically challenging regions, fostering a dynamic two-way learning process.
The collaboration reflects the shared commitment of both states to promoting equitable, inclusive and high-quality early childhood outcomes, in alignment with national priorities for human capital development.
