
Bhubaneswar: In a major push towards clean energy adoption, the Housing & Urban Development Department, Government of Odisha has issued a comprehensive order to simplify and fast-track approvals for City Gas Distribution (CGD) projects across urban areas of the state.
The directive, issued by Usha Padhee, Additional Chief Secretary of the department and Chairperson of IDCO, aims to promote a gas-based economy and expand access to clean and efficient fuel.
As part of the reforms, Urban Local Bodies (ULBs) have been instructed to waive permission fees for laying underground pipelines and associated CGD infrastructure. The order also clarifies that no fresh approvals will be required for ongoing or already sanctioned projects, significantly reducing procedural delays.
To ensure timely implementation, authorities have been directed to process applications within fixed timelines, while restrictions on road-cutting for CGD works have been relaxed to maintain uninterrupted progress.
At the same time, the government has emphasised accountability, stating that CGD companies will be responsible for restoring roads and public infrastructure at their own cost, as per prescribed standards.
The Director, Municipal Administration has been designated as the nodal authority to coordinate and monitor CGD-related works. Departments including Works, Water Resources, Energy, and Panchayati Raj & Drinking Water have been asked to extend full cooperation for smooth execution on the ground.
The measures, effective till June 30, 2026, are expected to accelerate PNG network expansion, improve urban energy infrastructure, and promote the use of cleaner fuels.
