Odisha CM Launches ‘AMA BHOOMI’ Initiative to Transform Urban Spaces

Bhubaneswar: In a groundbreaking move towards enhancing the quality of urban living, Chief Minister Naveen Patnaik launched the ‘AMA BHOOMI’ initiative (Assuring Mass Access through Bhubaneswar Open Space Ownership and Management) today. This initiative, a product of the 5T vision, is spearheaded by the Bhubaneswar Development Authority (BDA) to create and maintain open spaces that promote well-being, sustainability, and a resilient urban landscape in the state capital.

Bhubaneswar, a city that has witnessed substantial growth in education, commerce, governance, and cultural prominence as the capital city of the State, is now embracing a transformative era. The ‘AMA BHOOMI’ initiative addresses the burgeoning urban challenges by strategically identifying and developing five distinct assets: parks, playfields, multipurpose grounds (including cultural spaces, crematoriums, and Durga Mandaps), blueways (water bodies), and greenways (open spaces and corridors along public roads).

The policy outlines a comprehensive and systematic approach towards organizing parks and open spaces in the city. It bridges the gap between the current state of open spaces and the required international standards, promising a positive impact on the quality of life for the citizens of Bhubaneswar.

To ensure the successful implementation of the initiative, the BDA has structured its approach into two key components: “hardware” and “software.” The “hardware” components involve the earmarking of land based on national and international benchmarks, financial management with support from various government departments, and asset development through collaboration with government project executing agencies.

On the other hand, the “software” components focus on the establishment of the AMA BHOOMI Division in BDA, serving as the cornerstone for the overall management of the initiative. The dedicated AMA BHOOMI portal, equipped with user-friendly interfaces, has been developed for both administrative functions and public information dissemination. Comprehensive Facility Management Services (CFMS) will ensure seamless operation and maintenance of the infrastructure, while City Activation programs will be conducted extensively to foster a sense of ownership and participation among the citizens.

This innovative strategy by the BDA aims not only to enhance the physical infrastructure but also to cultivate a sense of community ownership and engagement. By seamlessly integrating the ‘AMA BHOOMI’ initiative into the city’s fabric, Bhubaneswar is poised for sustainable development and growth, setting a benchmark for urban planning and management.
