Odisha Chief Secretary Calls for Strict Implementation of Solid Waste Management Rules-2026

Bhubaneswar: Odisha Chief Secretary Anu Garg has directed all concerned departments and District Collectors to complete compliance-related work within the timeline set by the Odisha State Pollution Control Board (OSPCB) for effective implementation of the Solid Waste Management Rules-2026.

Chairing the first meeting of the state-level committee on implementation of the rules at Lok Seva Bhavan on Wednesday, Garg stressed the need for coordinated efforts to improve waste collection, segregation, scientific processing and safe disposal across urban and rural areas.

The meeting, convened by the OSPCB, reviewed the status of waste management in the state and discussed compliance with Supreme Court directions, departmental responsibilities and measures to strengthen the existing system.

Garg said creating a clean and healthy environment was a collective responsibility of citizens, industrial establishments, educational institutions and all other stakeholders. She urged everyone to cooperate in ensuring compliance with the rules.

District Collectors Asked to Strengthen Waste Management

The committee discussed the need for stronger monitoring and accountability at the district level. District Collectors have been directed to ensure effective implementation of solid waste management systems and monitor compliance in their respective districts.

The meeting emphasised the formation of special cells at the district level, identification of suitable land for waste management facilities, and implementation of sanitary landfill and waste processing systems.

It also called for scientific treatment of old dumpsites and action against bulk waste generators to ensure strict compliance with waste management requirements.

The discussions covered measures to improve waste collection and segregation at source, strengthen scientific processing and ensure safe disposal of residual waste. The need for digital monitoring systems and clear accountability among stakeholders was also highlighted.

Waste Management to Be Promoted in Schools

The committee discussed incorporating solid waste management into the school curriculum to familiarise students with environmental protection and cleanliness.

It was also decided to launch a large-scale public awareness campaign involving local communities, public representatives, industries, educational institutions and citizens.

The initiative is expected to encourage greater public participation in waste segregation, responsible disposal and other sustainable waste management practices.

Departments to Work in Coordination

The meeting stressed close coordination among the Housing and Urban Development Department, Panchayati Raj and Drinking Water Department, Rural Development Department, School and Mass Education Department, district administrations, OSPCB and other concerned agencies.

Additional Chief Secretary, Housing and Urban Development Department, Usha Padhee, secretaries of the concerned departments and senior officials attended the meeting.

OSPCB Member Secretary Dr Manoj V Nayar made a presentation on the key provisions of the Solid Waste Management Rules-2026 and their implementation.

The committee called for regular reviews and coordinated action by all departments and agencies to ensure timely compliance and improve solid waste management across Odisha.
