Bhubaneswar: In a significant step towards digital transformation and economic growth, the Odisha State Cabinet on Monday approved the Odisha IT Policy 2025, a comprehensive roadmap to position the state as a global hub for innovation and IT-enabled services.
The policy envisions integrating advanced technologies such as Artificial Intelligence (AI), cloud computing, data analytics, Internet of Things (IoT), cybersecurity, 5G, AR/VR, deep learning, machine learning, and blockchain into governance and service delivery, while building a digitally inclusive society. It also aims to promote entrepreneurship, strengthen research and development, and encourage academic collaboration.
A key highlight of the policy is its job creation potential, with a target of 1 million direct and indirect jobs in the IT/ITeS sector. To support this, the state government plans to develop world-class infrastructure including IT Parks, IT Towers, Special Economic Zones (SEZs), and co-working spaces.
To attract large-scale investments, the policy introduces a comprehensive package of incentives, ranging from capital and interest subsidies, land and rental assistance, SGST reimbursement, and utility charge exemptions, to support for patent registration, marketing, skill development, internships, and Centres of Excellence (CoEs). Special incentives have been earmarked for Large and Mega IT Investments and the creation of a Cable Landing Station, which will significantly enhance Odisha’s digital connectivity.
Implementation of the policy will be guided by a Policy Advocacy & Vision Group (PAVG) comprising industry leaders, academia, and research experts. The Odisha Computer Applications Centre (OCAC) has been designated as the nodal agency, while the Electronics & IT Department will oversee progress and introduce mid-course corrections when needed.
The Odisha IT Policy 2025 is expected to attract global businesses, accelerate economic growth, create jobs, and foster innovation, establishing the state as a premier destination for IT, finance, research, and global business operations.
