NCGG Launches Advanced Leadership Development Programme for FIPIC/IORA Civil Servants

Mussoorie: The National Centre for Good Governance (NCGG) commenced its first Advanced Leadership Development Programme on Public Policy and Governance today. The programme, designed for civil servants from multiple countries in the FIPIC/IORA region, runs from August 5th to August 16th, 2024, at the NCGG facility in Mussoorie. This inaugural session hosts 40 distinguished participants from Seychelles, Somalia, South Africa, Indonesia, Sri Lanka, Tanzania, Madagascar, Fiji, Kenya, Maldives, and Mozambique, including high-ranking officials such as Director Generals, Secretaries, and Senior Human Resource Officers.

NCGG, an autonomous institution under the Department of Administrative Reforms and Public Grievances, Ministry of Personnel, Public Grievances and Pensions, Government of India, focuses on action research, studies, and capacity building at both national and international levels. This initiative aligns with the Indian philosophy of ‘Vasudhaiva Kutumbakam’ – “The world is one Family” – and aims to strengthen bilateral ties and foster cooperation with other nations.

In his inaugural address, V. Srinivas, Director General of NCGG and Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), welcomed the participants and emphasized the crucial role of technology in enhancing citizen-government interactions. He highlighted India’s policy of “Minimum Government and Maximum Governance” and its efforts towards digital empowerment, secretariat reforms, and improving e-services and grievance redressal mechanisms in a transparent and timebound manner. He encouraged participants to engage in group discussions and share their perspectives on topics such as Digital Governance, Civil Services history, Sustainable Development Goals, and Infrastructure Development.

Denisea A. Clarisse, Director General, Ministry of Local Government from Seychelles, and leader of the delegation, expressed gratitude to the Indian government and NCGG for this initiative. She emphasized the importance of cross-country knowledge sharing, highlighting India’s successful implementation of good policies and best practices.

Dr. B. S. Bisht, Associate Professor at NCGG and Course Coordinator, provided detailed information about NCGG’s objectives, activities, achievements, and future plans, showcasing how the institution has evolved into a Centre of Excellence. He noted that NCGG has trained civil servants from 23 countries, including the current programme participants.

The inauguration also saw participation from Prisca Poly Mathew, Chief Administration Officer, NCGG; Dr. Himashi Rastogi, Associate Professor, NCGG; and Dr. Gazala Hassan, Assistant Professor, NCGG. The programme will be coordinated by Dr. B. S. Bisht, Dr. Sanjeev Sharma, Co-Course Coordinator, Brijesh Bisht, Training Assistant, and Monisha Bahuguna, Young Professional.

This initiative marks a significant step towards enhancing global cooperation and capacity building in public policy and governance, reinforcing India’s commitment to fostering a collaborative international community.
