India and Cambodia Strengthen Ties in Civil Service Development

New Delhi: Taking a step forward in the cooperation between India and Cambodia in the realm of Human Resource Development in Civil Service, as the Department of Administrative Reforms and Public Grievances (DARPG) under the Ministry of Personnel, Public Administration, and Pensions signed a Memorandum of Understanding (MoU) with the Ministry of Civil Service, Cambodia.

The MoU, signed by Excellency Hun Many, Deputy Prime Minister and Minister of Civil Service of Cambodia, and Dr. Devyani Khobragade, Ambassador of India to Cambodia, at a ceremonial function in Phnom Penh, aims to advance the cordial and friendly ties between the two nations over the next five years.

Senior officials from various government bodies, including the Ministry of External Affairs and the Embassy of India in Cambodia, attended the ceremony, emphasizing the significance of this collaboration.

Speaking on the occasion, V. Srinivas, Secretary, DARPG, highlighted the objectives of the MoU, emphasizing its focus on strengthening bilateral exchange and cooperation in Human Resource Development in Civil Service. The agreement will facilitate dialogue and exchange visits between India’s personnel administration agencies and Cambodia’s Ministry of Civil Service, with a specific focus on administrative reforms and good governance practices.

As India celebrates its Amrit Kaal Period, characterized by a commitment to next-generation administrative reforms and bridging the gap between citizens and government, the MoU aligns with the government’s policy of “Maximum Governance – Minimum Government.” This policy aims to empower citizens digitally and transform institutions for enhanced efficiency.

In the previous fiscal year, 156 Cambodian civil servants participated in four Capacity Building Programs at the National Centre of Good Governance in India. For the upcoming year, six Capacity Building Programs are scheduled, aiming to benefit 240 Cambodian civil servants. India reaffirms its commitment to fulfilling all provisions of the MoU in a timely manner, further strengthening the partnership between the two countries in civil service development.
