DGCA Introduces Reforms in Flight Duty Time Limitations to Enhance Aviation Safety

New Delhi: The Directorate General of Civil Aviation (DGCA) has announced substantial changes to the Flight Duty Time Limitations (FDTL) regulations for flight crew, aligning them with international best practices. These regulations, integral to managing fatigue-related aviation safety risks, have undergone a comprehensive reform aimed at addressing pilot fatigue and bolstering overall flight safety.

Effective immediately, the revised FDTL regulations mandate compliance by airline operators no later than June 1, 2024. This timeline allows operators sufficient adjustment period, considering logistics, system changes, and consequential arrangements arising from the regulatory amendments.

In a data-driven approach to tackle pilot fatigue concerns, DGCA conducted an extensive analysis of pilot rosters and fatigue reports submitted by airline operators. The study identified key areas contributing to fatigue, such as maximum Flight Duty Period, Night Duty, Weekly Rest Period, and Flight Duty Period Extension. The revised FDTL regulations, formulated based on this analysis and stakeholder feedback from airline operators, pilot associations, and individuals, aim to enhance safety while considering India’s specific operating environment.

Taking cues from global best practices, including those of the Federal Aviation Administration (FAA) in the USA and the European Union Aviation Safety Agency (EASA), DGCA’s reforms signify a significant stride in addressing aviation safety risks and supporting the anticipated growth of the aviation sector in India.
