BDA Issues Draft SOP For Land Reconstitution Under TP Schemes In Bhubaneswar

Bhubaneswar: The Bhubaneswar Development Authority has proposed a new framework for land parcel reconstitution under Town Planning (TP) Schemes 05 to 07 in Zone-I, introducing a draft Standard Operating Procedure (SOP) aimed at ensuring planned urban growth and smoother redistribution of plots in developing areas of the city.

The draft SOP, applicable to areas under Malipada and Daspur revenue villages, lays down detailed guidelines for reorganisation and allotment of reconstituted land parcels. Officials said the framework has been prepared to make the process more transparent, systematic and beneficial for landowners participating in the town planning schemes.

One of the major provisions of the draft policy allows voluntary amalgamation of plots within the same mouza. Under the proposed arrangement, landowners opting for amalgamation will receive back 60 per cent of the total land area, while the remaining 40 per cent will be utilised for roads, infrastructure creation and public amenities.

The SOP also permits amalgamation of multiple plots owned by the same person under different khata numbers within a mouza, enabling more efficient planning and land management.

In addition, the proposal allows multiple landowners with smaller plots to jointly merge their land through registered agreements, making it easier for authorities to allot plots alongside wider roads and planned urban infrastructure wherever feasible.

To promote integrated development and better utilisation of urban land, the BDA has proposed additional Floor Area Ratio (FAR) incentives for larger amalgamated plots. Officials said the move is expected to encourage investment and support organised growth in newly developing urban pockets.

As part of its participatory planning approach, the BDA has invited suggestions, feedback and objections from stakeholders and the public within seven days before finalising the SOP.
