OPHWC Signs MoU with Home Department, Targets ₹1,500 Crore Turnover in FY 2025–26

Bhubaneswar: The Odisha State Police Housing and Welfare Corporation (OPHWC) on Thursday signed a Memorandum of Understanding (MoU) with the Home Department, Government of Odisha, setting an ambitious turnover target of ₹1,500 crore for the financial year 2025–26.

The MoU was signed at the Home Department’s Conference Hall by Satyabrata Sahu, IAS, Additional Chief Secretary, Home Department, and S.K. Priyadarsi, IPS, Chairman-cum-Managing Director, OPHWC.

A profit-making, Silver-Rated Public Sector Undertaking (PSU) of the Government of Odisha, OPHWC has demonstrated impressive growth in recent years. Its turnover has increased from ₹332 crore in FY 2014–15 to ₹1,366 crore in FY 2024–25 — marking more than a fourfold rise. The corporation’s profit has also surged from ₹20 crore to ₹95 crore during the same period, reflecting its sustained financial performance under the visionary leadership of Hon’ble Chief Minister.

As a self-sustaining PSU, OPHWC fulfills all financial obligations from its own resources and has been a consistent dividend contributor to the State Government since FY 2014–15. The cumulative dividend paid so far stands at ₹64.77 crore, with an additional ₹21.28 crore slated for payment during the current fiscal year.

OPHWC is the only SAP-enabled PSU in Odisha’s construction sector, ensuring efficiency, transparency, and accountability across all operations—from project estimation to vendor payment. It undertakes infrastructure projects for several key departments including Police, Fire Services, Prisons, Judiciary, Higher Education, Transport, ST & SC Development, Excise, Agriculture, Health, Sports & Youth Affairs, and Forest.

Among its major ongoing projects are the 126 Ama Bus Stand Project (Phase II) with a total project cost of ₹1,753.54 crore, and the Model Jail at Jamujhari, Bhubaneswar, valued at ₹331.23 crore. Other prestigious projects nearing completion include the Hostel Building and Facility Centre at Gopabandhu Academy of Administration, Abakari Bhawan (Excise Office Building), New Academic Building at Madhusudan Law University, Cuttack, Academic and Administrative Building of Rajendra University, Balangir, and the Centre of Excellence on Silver Filigree, Cuttack.

For over four decades, OPHWC has been synonymous with quality, innovation, and integrity in infrastructure development. With its new targets and strategic expansion, the Corporation aims to achieve Gold-Rated PSU status, reaffirming its commitment to engineering excellence and contributing to Odisha’s vision of sustainable and inclusive growth.
