Union Minister Dr. Jitendra Singh Launches 69th Edition of e-Book Civil List 2024 of IAS Officers

New Delhi: Union Minister Dr. Jitendra Singh today launched the 69th edition of the e-book Civil List 2024 of IAS officers in New Delhi. This marks the fourth edition of the e-book, a significant shift from the traditional bulky paper-based document, resulting in substantial savings for the State Exchequer.

Dr. Jitendra Singh, who holds several key positions including Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, and MoS for the PMO, Department of Atomic Energy, Department of Space, and MoS for Personnel, Public Grievances, and Pensions, highlighted the benefits of the e-book. He noted that the availability of IAS officers’ information at the click of a mouse is part of the reforms undertaken by the Government over the last decade, one of the earliest initiatives of Modi 3.0. The civil list of IAS officers has been published since the 1960s, with the e-book version being introduced more recently.

Dr. Jitendra Singh emphasized that the civil list serves as a comprehensive platform for the government to select the best officers from across the country, offering a level playing field and broadening the pool of talent. This approach allows for more objective feedback and expands opportunities beyond those who have worked closely with senior officers, thereby creating a robust pool of human and knowledge resources.

In his keynote speech, Dr. Singh underscored the mutual benefits for both the government and officers. He mentioned the integration of Artificial Intelligence and data utilization to enhance decision-making in governance, highlighting the importance of next-generation tools and technologies for streamlining government operations.

The DoPT Minister stated, “We are carrying forward Prime Minister Narendra Modi’s Vision of ‘Minimum Government – Maximum Governance’ along with Mission Karmayogi, promoting the capacity building of officers to meet the challenges of Amrit Kal in 2047.” He further noted that citizen-centric reforms, transparency, and good governance are the cornerstones of the Modi Government 3.0’s reform agenda.

Ajay Kumar Bhalla, Secretary, Ministry of Home Affairs, shared that the civil list contains names of over 6,000 IAS officers, detailing information such as Batch, Cadre, Present posting as of 01.01.2024, Pay level as of 01.01.2024, Education, Superannuation, and more.

On the sidelines of the event, Dr. Jitendra Singh interacted with IAS probationers from the 2022 batch who are currently undergoing their training as Assistant Secretaries. He solicited their feedback on training improvements and their overall experience. The probationers spoke positively about the integration of the Indian Institute of Public Administration (IIPA) with other institutes and programs, the ease of working facilitated by the e-office, and the success stories of Direct Benefit Transfer in reducing pilferages and leakages of public funds. They expressed a desire for the replication of these systems in the states.
