Union Cabinet Approves ‘BioE3 Policy’ to Boost Biomanufacturing and Green Growth

New Delhi: The Union Cabinet, chaired by Prime Minister Narendra Modi, today approved the BioE3 (Biotechnology for Economy, Environment, and Employment) Policy, aimed at fostering high-performance biomanufacturing in India. The policy, proposed by the Department of Biotechnology, seeks to accelerate technological innovation, commercialization, and job creation across key biotechnological sectors.

The BioE3 Policy focuses on supporting research and development (R&D) and entrepreneurship through innovation-driven strategies. A core feature of the policy is the establishment of Biomanufacturing & Bio-AI hubs and a Biofoundry, which will serve as centers for advanced biotechnology research, aiding in the development and commercialization of cutting-edge bio-based products.

Key Features of the BioE3 Policy:

  1. Innovation in Biomanufacturing: The policy aims to accelerate technological advancements and promote commercialization by supporting biomanufacturing sectors. It includes prioritization of regenerative bioeconomy models that focus on green growth and sustainable practices.
  2. Job Creation and Skilled Workforce: The expansion of India’s biomanufacturing ecosystem is expected to create a surge in employment opportunities, providing a boost to the country’s skilled workforce in the biotechnology and bioeconomy sectors.
  3. Promotion of Green Growth: The BioE3 Policy is aligned with the government’s broader initiatives such as achieving a ‘Net Zero’ carbon economy and the ‘Lifestyle for Environment’ (LiFE) mission. It supports circular bioeconomy models, focusing on sustainability and minimizing waste by promoting the reuse of biological resources.
  4. Addressing Global Challenges: The policy aims to tackle key global challenges such as climate change mitigation, food security, and human health by advancing sustainable and circular practices. It recognizes the importance of industrializing biology to build a resilient ecosystem capable of developing bio-based products to meet these challenges.
  5. Strategic Focus Areas: The BioE3 Policy will focus on various strategic sectors, including:
    • High-value bio-based chemicals, biopolymers, and enzymes
    • Smart proteins and functional foods
    • Precision biotherapeutics
    • Climate-resilient agriculture
    • Carbon capture and utilization
    • Marine and space research

Fostering India’s Biomanufacturing Ecosystem

The BioE3 Policy envisions creating a future driven by sustainability, innovation, and responsiveness to global challenges. It positions India to emerge as a global leader in biomanufacturing, advancing towards the Bio-vision for Viksit Bharat (Developed India) by 2047.

By enhancing R&D capabilities, building high-performance biomanufacturing infrastructure, and promoting collaboration across sectors, the policy aims to provide solutions to pressing societal issues while supporting India’s broader goal of sustainable economic growth.
