New Delhi: In a significant organizational reform, the Department of Telecommunications (DoT) has merged its three training institutes into a single administrative entity named the National Communications Academy (NCA). This decision, approved by the Minister of Communications on the recommendation of the Committee for Organisational Reforms, aims to streamline operations and enhance efficiency in the telecommunications sector.
The merger combines the National Telecommunications Institute for Policy Research, Innovation and Training (NTIPRIT), the National Institute of Communication Finance (NICF), and the Wireless Monitoring Training & Development Centre (WMTDC) into the newly established NCA. With immediate effect, the NCA will serve as a unified platform for training and development in the communications sector.
The Secretary (T) will serve as the ex-officio Chairperson of the NCA, with the Additional Secretary (T) taking on the role of Vice-Chairperson. The academy will operate with three existing campuses located in Ghaziabad and Ghitorni, which will now function under a single administrative structure.

Under the new structure, the Chairperson of the NCA will have overall control of the academy’s affairs, including budget allocations, training plans, curriculum development, guest faculty engagements, and asset management. The heads of the three constituent units will report directly to the Chairperson, ensuring cohesive management and operational efficiency.
The Governing Council (GC) of the NCA will oversee strategic, policy, and budgetary matters, guiding the academy’s development and adapting to the evolving needs of the telecom sector.
