New Delhi: In a keynote address at the Chanakya Defence Dialogue on October 24, 2024, Defence Minister Rajnath Singh emphasized the significance of continuous dialogue in resolving disputes, citing the recent consensus achieved between India and China to address differences along the Line of Actual Control (LAC). He stated that ongoing discussions at both diplomatic and military levels have led to a broader agreement aimed at restoring the ground situation based on the principles of equal and mutual security.
Rajnath Singh presented insights on “India’s Vision for Development & Security,” highlighting the intertwined nature of development and security. He noted that while these concepts are often treated separately, they are mutually reinforcing. “Historically, factors such as land, labour, capital, and entrepreneurship have been central to economic analysis, while the impact of defence and security has been underexplored,” he explained. He stressed that defense spending and military infrastructure play a critical role in economic growth, even during peacetime.
The Defence Minister pointed out that a substantial portion of any nation’s budget is dedicated to security, which in turn contributes to job creation, technological advancements, and infrastructure development. He reiterated the commitment of the Prime Minister Narendra Modi-led Government to bridge the gap between development and security, asserting that economic development thrives only in a secure environment.
Rajnath Singh outlined the government’s initiatives aimed at border area development, which focus on enhancing security while promoting socio-economic progress in those regions. He emphasized the importance of indigenous manufacturing in arms and equipment, which not only fortifies security but also fosters employment and technological innovation.
Clarifying India’s stance on self-reliance, he stated that it does not imply isolation but rather a commitment to foster an equitable global order. He reaffirmed India’s dedication to collaborating with nations worldwide to promote a fair international system.
The Defence Minister underscored the need to analyze the defence sector’s impact on economic indicators, including income generation and employment creation, to formulate effective policies that leverage defense as a catalyst for national growth.
General Upendra Dwivedi, Chief of the Army Staff, also addressed the gathering, drawing connections between national security and nation-building. He referred to Chanakya’s ‘Saptang Theory’ to emphasize the importance of effective state institutions and inclusive development. He noted that the Army plays a crucial role in securing the nation while contributing to economic and social growth.
The event also marked the launch of the Green Initiative 1.0 and Digitisation of Indian Army 1.0, demonstrating the Army’s commitment to sustainability and modernization. The two-day Chanakya Defence Dialogue, organized by the Indian Army in partnership with the Centre for Land Warfare Studies (CLAWS), focuses on the theme “Drivers in Nation Building: Fueling Growth Through Comprehensive Security.”
The inaugural session featured a range of discussions on the role of security in national and international policymaking, with speakers from India and various countries, including the United States, Russia, Israel, and Sri Lanka, providing global perspectives. The second day promises further insightful discussions, including addresses by ISRO Chairman Dr. S. Somanath and Former Permanent Representative of India to the UN Ms. Ruchira Kamboj.
This year’s Chanakya Defence Dialogue aims to not only reflect on current challenges but also to develop visionary strategies for sustainable and inclusive growth, aligning with India’s aspirations for a ‘Viksit Bharat’ by 2047.
