Public-Private Sector Collaboration Key to India’s Future Growth: Dr. Jitendra Singh

New Delhi: Union Minister Dr. Jitendra Singh, Minister of State for Science and Technology, Earth Sciences, and other key departments, emphasized the critical role of collaboration between the public and private sectors in driving India’s future growth. Speaking during the National Learning Week, organized for employees across all Science Ministries and Departments, Dr. Singh highlighted how public sector needs, private innovations, and government policies are converging to shape the next phase of technological advancement in India.

Dr. Singh particularly pointed to BharatGen, India’s indigenously developed large language model (LLM), and the growing role of artificial intelligence (AI) in governance. He stressed that collaborative efforts between the government and private sector are essential to ensure that India remains competitive in the global AI landscape. “Harnessing private sector expertise alongside government initiatives like BharatGen and AI applications will lead to scalable, inclusive, and efficient solutions for the nation’s diverse needs,” said the Minister.

He further noted that the government’s role is to create an enabling environment that fosters innovation, supports startups, and aligns technological advancements with national priorities. “When public demands meet private sector creativity, and government policies facilitate growth, we can achieve scalable and sustainable solutions that benefit the entire country,” Dr. Singh remarked.

The session also featured key officials, including Abhay Karandikar, Secretary of the Ministry of Science and Technology, Dr. Rajesh Gokhale, Secretary of Biotechnology, and Dr. M. Ravindran, Secretary of the Ministry of Earth Sciences. They echoed Dr. Singh’s views, underlining the importance of a united approach to drive sustainable growth and innovation across sectors.

BharatGen was a focal point of the discussions, particularly for its ability to revolutionize public service delivery and enhance citizen engagement. BharatGen, developed using India-centric data, generates high-quality text and speech outputs in multiple Indian languages, making it a key tool for promoting digital inclusion. Experts explained its potential in sectors like governance, healthcare, and education, where it can bridge linguistic gaps and make digital services more accessible to a broader population.

BharatGen’s applications range from AI-driven customer support for government services to real-time translation and speech-to-text functionalities. Its focus on regional languages ensures that AI technology reaches beyond English speakers, providing a personalized experience to users and promoting inclusivity. Importantly, BharatGen aligns with the vision of Atmanirbhar Bharat, ensuring India’s technological independence and allowing the nation to retain control over its digital resources.

A dedicated session on AI during the event explored how AI can transform governance and public service delivery by streamlining administrative tasks, improving decision-making processes, and enhancing citizen-centric services. Participants were introduced to AI’s potential in predictive analysis for policy-making and automating routine tasks, enabling government departments to focus on strategic issues.

Experts also emphasized the ethical use of AI, particularly in safeguarding data privacy and ensuring transparency in government functions. Developing AI frameworks that prioritize fairness and accountability will be crucial, especially when dealing with sensitive data in healthcare and governance sectors.
