Odisha’s Dam Safety Efforts Earn Praise from World Bank Delegation

Bhubaneswar: A high-level team from the World Bank met with Odisha’s Development Commissioner-cum-Additional Chief Secretary Anu Garg, IAS today to review the State’s progress and strategies under the ongoing Dam Rehabilitation and Improvement Project (DRIP). The meeting underscored Odisha’s exemplary efforts in dam safety and future preparedness.

The World Bank team included Dr. C. Rajagopal Singh (Task Team Leader, DRIP-II), Dr. Ajit Pattnaik (Institutional Expert), and Vishakha Jha (Water Resources Expert), who jointly assessed the implementation of both completed and ongoing phases of the project.

During the discussions, it was noted that 26 dams had already been successfully rehabilitated under DRIP-I, while 13 more are currently undergoing restoration work under DRIP-II. The World Bank officials commended Odisha for its strong track record in executing both phases of the project efficiently.

Looking ahead, the team expressed confidence in the State’s ability to effectively implement DRIP-III, which includes significant infrastructure upgrades such as the construction of an additional spillway and automation of gates at Hirakud Dam—a key structure in Odisha’s water management system.

The delegation particularly lauded Odisha’s initiative to prepare Emergency Action Plans (EAPs) for 25 dams. These plans are crucial for ensuring timely response in case of emergencies, and the team recommended their integration into the State Disaster Management Plan.

To initiate this, the State will pilot the integration in one or two districts, with plans to expand the approach across all districts, potentially setting a national benchmark for dam safety and disaster preparedness.

DPIW Scheme Receives Applause

The World Bank team also appreciated the State’s parallel efforts under the State-funded Dam Protection & Improvement Work (DPIW) scheme, which has a budget allocation of ₹200 crore. This initiative targets the rehabilitation of other distressed dams beyond those covered by DRIP, reinforcing Odisha’s commitment to strengthening its dam infrastructure and resilience.
