
Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi on Friday said the State Government is preparing to introduce a dedicated fintech policy in the coming months as part of its broader effort to strengthen the technology and innovation ecosystem.
Addressing the Black Swan India Summit here, the Chief Minister said the proposed fintech policy, along with the recently implemented IT Policy 2025, is expected to boost innovation, encourage start-ups and attract investments in emerging technology sectors. He said the government is pursuing people-centric development while implementing structural reforms to improve the overall business environment.
Majhi said the State has simplified business procedures, strengthened single-window clearance mechanisms and introduced progressive policies in areas such as information technology, electronics, artificial intelligence and fintech. These steps, he said, have contributed to building a more conducive climate for enterprise and investment.
Highlighting Odisha’s strategic geographic position, the Chief Minister said the State is working to establish itself as a vital link between the Global South and Indo-Pacific economies. He added that substantial progress has been made in the past 20 months in creating a supportive economic and industrial ecosystem.
Referring to the expanding role of technology, Majhi said digital solutions are now integral to governance, industry and services, making continuous innovation essential. Under the BharatNetra programme, he said over 7,000 youth will be trained over the next five years in sectors such as fintech and insurance technology.
He also pointed to initiatives in developing advanced data centres, promoting semiconductor industries and creating a skilled workforce for the semiconductor sector, stating that these efforts would reinforce the objectives of BharatNetra.
Governor Hari Babu Kambhampati, who also addressed the summit, said technologies including artificial intelligence, quantum computing, distributed systems and digital infrastructure are rapidly reshaping governance, healthcare, education, finance and industry. He stressed the need to guide this transformation responsibly.
The two-day Black Swan India Summit, being held in India for the first time, has drawn around 1,700 delegates from 24 countries, reflecting rising global engagement with India’s fintech and technology landscape.
