Odisha Implements New Reservation Law for University Faculty Recruitment

Bhubaneswar: Odisha has rolled out a new framework for faculty recruitment in state universities with the implementation of the Odisha State Public Universities (Reservation in Teachers’ Cadre) Act, 2026, following approval from Governor Hari Babu Kambhampati.

The legislation, which was cleared by the Assembly on March 31 after detailed deliberations, is now in force across the state and is expected to bring structural changes to the higher education system, particularly in ensuring inclusive representation in teaching positions.

Higher Education Minister Suryabanshi Suraj termed the development a transformative step, stating that the Act will strengthen the presence of Scheduled Tribes (ST), Scheduled Castes (SC), and Socially and Educationally Backward Classes (SEBC) in university-level teaching roles.

One of the key changes introduced under the Act is the shift from a department-wise reservation system to a university-centric model. Under this approach, reservation will be implemented by considering the entire university as a single unit, which officials believe will lead to more equitable distribution of opportunities across disciplines.

The new provisions will apply to direct recruitment for faculty positions, including Professors, Associate Professors, and Assistant Professors, with the aim of ensuring balanced representation across all state-run universities.

The Minister also pointed out that administrative strengthening is underway, with Vice-Chancellors recently appointed in 14 universities. He expressed confidence that the new leadership will drive academic excellence and foster a stronger research culture.

Officials added that the combined implementation of the Odisha Universities (Amendment) Act, 2024 and the new reservation policy is likely to expedite recruitment processes and address long-standing vacancies, thereby improving the overall functioning of higher education institutions in the state.
