Odisha to Roll Out ‘Auto Appeal System’ Under ORTPSA by May 2026

Bhubaneswar: In a major step to ensure time-bound delivery of public services and enhance administrative accountability, the Odisha government is set to implement an “Auto Appeal System” under the Odisha Right to Public Services Act by May 2026.

The decision was announced during a review meeting of nodal officers from 32 departments, held at the Lok Seva Bhavan under the chairmanship of Suresh Kumar Vasisth, Principal Secretary of the General Administration & Public Grievance Department.

Addressing the meeting, Vasisth said the state Cabinet has approved the introduction of the Auto Appeal mechanism, which will automatically escalate service requests to higher authorities if the designated officer fails to deliver within the stipulated timeline. “The implementation of Auto Appeal marks a new era of accountability in Odisha’s administration. By May 2026, no citizen will be left waiting indefinitely for services they are entitled to,” he said.

A detailed technical presentation was delivered by Pinaki Mohanty, Project Coordinator of ORTPSA, outlining the current status of service delivery across departments and the proposed architecture of the new system. He explained that the digital platform will trigger automatic appeals, removing the need for citizens to manually file grievances when deadlines are missed.

The system is expected to significantly improve transparency and efficiency by enabling real-time tracking of file movement across all departments. Officials said it will also reduce the need for physical visits to government offices, thereby easing the process for citizens seeking services.

The Auto Appeal System is aimed at strengthening governance through seamless digital integration, ensuring faster, more transparent and accountable delivery of public services across Odisha.
