Odisha Tables Rs 3.10 Lakh Crore Budget for 2026–27, Focus on Growth and Welfare

Bhubaneswar: Signalling a strong thrust on growth, welfare and infrastructure, Chief Minister Mohan Charan Majhi on Friday tabled a Rs 3.10 lakh crore Budget for the 2026–27 financial year in the Odisha Assembly, outlining an ambitious roadmap for the state’s economic and social transformation.

Holding the Finance portfolio, Majhi presented the third annual budget of the BJP government, which reflects a 6.9 per cent increase over the 2025–26 estimates of Rs 2.90 lakh crore. The budget comes months after the government introduced a supplementary provision of Rs 17,440 crore for the current fiscal, underlining its focus on fiscal expansion and development acceleration.

According to the budget documents, revenue receipts have been projected at Rs 2.48 lakh crore, while revenue expenditure stands at Rs 2.15 lakh crore. Capital expenditure has been pegged at Rs 94,500 crore, resulting in a revenue surplus of Rs 33,000 crore. The Chief Minister said the government remains firmly committed to fast-paced and balanced development across all regions of the state.

Highlighting key cultural and heritage initiatives, Majhi announced a provision of Rs 1,000 crore for the proposed Shri Jagannath Museum and Library Centre. He also unveiled ‘Samarpan’, a digital hundi platform for devotees to make offerings to the Shree Jagannath Temple in Puri, besides allocating Rs 5 crore for inventory and valuation of the Ratna Bhandar of the iconic 12th-century shrine.

Describing the budget as a comprehensive development blueprint, the Chief Minister said it focuses on strengthening the social sector, boosting capital investment and accelerating economic growth. Aligning Odisha’s development strategy with Prime Minister Narendra Modi’s vision of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas’, he said the state would play a pivotal role in achieving the 2047 Viksit Bharat goal.

In terms of sectoral outlay, the Finance Department received the highest allocation of Rs 65,295.17 crore, followed by Rs 34,004.06 crore for Panchayati Raj and Drinking Water, Rs 31,997.53 crore for School and Mass Education, and Rs 23,182.14 crore for Health and Family Welfare.

Major allocations were also made for Water Resources (Rs 16,488.92 crore), Agriculture and Farmers’ Empowerment (Rs 14,701.39 crore), Works (Rs 13,451 crore), Home (Rs 11,028.56 crore) and Housing and Urban Development (Rs 10,726.86 crore) departments.

Key schemes and new initiatives have received substantial backing, including Rs 5,575 crore for VB-GRAM G, Rs 635 crore for the Prosperous Anganwadi Yojana, Rs 100 crore for 100 Smart Farm Markets (Model Mandis), and Rs 240 crore for the world’s largest grain storage project. The budget also earmarks Rs 10 crore for the Rare Earth Corridor, Rs 23 crore for the State AI Mission, and Rs 150 crore for the Tourism Land Bank Scheme.

The expansive budget, with its emphasis on infrastructure creation, human capital development and economic diversification, is expected to provide a strong momentum to Odisha’s growth trajectory in the coming fiscal.
