Odisha Strengthens Push for Climate-Resilient and Citizen-Centric Urban Development

Bhubaneswar: As Odisha prepares for rapid urban expansion and emerging climate challenges, the State has intensified efforts to strengthen institutional capacity and build future-ready cities through knowledge-driven governance and sustainable planning.

In this direction, the Odisha Urban Academy (OUA) hosted a strategic interaction with noted urban governance expert Dr. O.P. Agarwal, Member of the Committee on Administrative and Governance Reforms, focusing on sustainable urbanisation, climate resilience and improving the governance capacity of urban local bodies across the State.

The session was chaired by Additional Chief Secretary of the Housing & Urban Development Department, Usha Padhee, and attended by Director Municipal Administration Arindam Dakua, senior departmental officials, urban planners and development professionals.

The deliberations focused on preparing Odisha’s urban centres to respond effectively to rapid urban growth while strengthening service delivery mechanisms and governance systems.

Addressing the participants, Dr. Agarwal underlined the importance of building strong urban institutions supported by skilled human resources and data-driven decision-making frameworks. He observed that resilient cities require long-term planning backed by innovation and adaptive governance models.

He appreciated Odisha’s progress in strengthening urban infrastructure and expanding public services, while encouraging policymakers and practitioners to adopt globally informed approaches tailored to local realities.

Speaking during the interaction, Usha Padhee reaffirmed the State Government’s commitment to developing citizen-centric and climate-resilient urban ecosystems capable of delivering efficient and inclusive services.

She highlighted the role of the Odisha Urban Academy as a key institution for strengthening professional capabilities in the urban sector and referred to its upgraded training and residential facilities along with demonstration units on sewage treatment, septage management and resource recovery as important platforms for experiential learning.

Participants also explored evolving approaches to urban capacity building, including hybrid learning systems, practical field-based training and benchmarking of municipal services against national and international standards.

The interaction forms part of Odisha Urban Academy’s broader efforts to strengthen municipal leadership and promote innovation-led urban governance. With expanding institutional infrastructure and strategic collaborations, the Academy is positioning itself as an emerging centre of excellence for sustainable city management and urban transformation in India.
