
Bhubaneswar: Strengthening its push toward data-driven development and seamless infrastructure planning, the Odisha Government today entered into a strategic partnership with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N). The collaboration, formalised through an MoU signed by the Commerce & Transport Department, will support the creation of a comprehensive Odisha State Master Plan under the PM Gati Shakti National Master Plan.
The initiative aims to bring all major infrastructure elements—transport networks, utilities, logistics corridors and public service facilities—onto a unified digital platform. This will enable departments to plan, integrate and execute projects with greater accuracy, resulting in faster approvals and improved delivery timelines.
The MoU signing ceremony witnessed the presence of several senior state officials, including Chief Secretary Manoj Ahuja, DC-cum-ACS Anu Garg, ACS, GA&PG Department Surendra Kumar, and Principal Secretary, Commerce & Transport Department Usha Padhee. Secretaries from various other departments also participated, reflecting the multi-sectoral importance of the project.

By leveraging BISAG-N’s expertise in geo-spatial analytics and digital mapping, Odisha aims to enhance transparency, streamline inter-departmental coordination and ensure that infrastructure investments are both efficient and future-ready.
Officials highlighted that the State Master Plan will serve as a central digital ecosystem—boosting governance, enabling evidence-based decision-making and positioning Odisha to meet upcoming development demands with precision.
