Odisha Launches Major Restructuring of Women-Led Community Institutions to Boost Grassroots Leadership

Bhubaneswar: To empower women and deepening grassroots democracy, the Government of Odisha has initiated a state-wide restructuring of women-led community institutions under the Mission Shakti and Odisha Livelihoods Mission (OLM). The initiative aims to promote effective governance, ensure leadership rotation, and enhance the participation of women in decision-making roles across all levels of Self Help Group (SHG) federations.

The restructuring process, spearheaded under the guidance of Hon’ble Deputy Chief Minister Smt. Pravati Parida, is aligned with guidelines issued by the Ministry of Rural Development, Government of India, as well as directives from the State Government. The move follows long-standing instructions laid out in the GPLF Operational Manual (2013) and the Centre’s Master Circular (2018), both of which advocate regular leadership changes to strengthen democratic functioning in SHGs and their federations.

At the core of this initiative is the vision to revitalize institutions that have not undergone leadership transitions for several years, thereby providing lakhs of SHG women across the state with a platform to take on leadership responsibilities. These include roles such as Presidents, Secretaries, Executive Committee members, and Office Bearers across SHGs, Cluster Level Forums (CLFs), Gram Panchayat Level Federations (GPLFs), Block Level Federations (BLFs), and District Level Federations (DLFs).

The government has outlined a clear restructuring timeline. Over the next four months, more than 35 lakh women will assume new leadership roles. The process will begin with SHGs, where 12.42 lakh new office bearers will be elected, followed by 11.58 lakh Executive Committee members at the CLF level. Leadership transitions at the GPLF, BLF, and DLF levels will be completed in subsequent months, under the direct supervision of District Collectors.

As per the new guidelines, leadership rotation will occur every three years. No member will be allowed to hold the same office for more than two consecutive terms—ensuring equitable opportunities for all members and encouraging wider participation in institutional governance.

This restructuring also extends to urban areas. The State Government has intensified efforts to include urban SHGs that have so far remained outside the ambit of the National Urban Livelihood Mission (NULM). Clear guidelines are being formulated for the formation and restructuring of urban federations such as Area Level Federations (ALFs) and City Level Federations (CLFs), reaffirming the government’s commitment to inclusive development.

Already, more than 30,000 SHGs have successfully completed the leadership transition process across various districts. With this proactive move, Odisha is set to usher in a new era of women-led governance at the grassroots, transforming community institutions into vibrant platforms for social change and economic empowerment.
