Odisha Govt Signs Landmark MoU for Capacity Building of Civil Servants

Bhubaneswar: In a historic move towards transforming the training and capacity building of government employees, the Government of Odisha, in collaboration with the Capacity Building Commission (CBC) and Karmayogi Bharat, signed a tripartite Memorandum of Understanding (MoU) on Wednesday. This significant initiative is aimed at revolutionizing the capacity-building framework for civil servants in Odisha, marking a new era in administrative training.

The MoU was signed at a ceremony held at Lok Seva Bhavan by Director General of Gopabandhu Academy of Administration, G. MathiVathanan, on behalf of the Odisha Government, and Secretary of the CBC and CEO of Karmayogi Bharat, V. Lalithalakshmi. The event was graced by Chief Secretary Manoj Ahuja and Dr. R. Balasubramaniam, Member, HR, Capacity Building Commission, along with other senior officials.

This collaboration will enhance the efficiency of Odisha’s government employees by focusing on critical areas such as:

  • Developing Annual Capacity Building Plans for the state
  • Conducting the Framework of Roles, Activities, and Competence (FRAC) exercise
  • Publishing learning resources on the iGOT platform
  • Assisting in identifying content developers
  • Facilitating dynamic collaboration between state and central governments
  • Onboarding state government employees onto the iGOT platform
  • Developing a Competency Passbook for state employees

By aligning state-level training programs with the national objectives of Mission Karmayogi, this MoU is a significant step toward improving the quality and scope of training for Odisha’s government employees. It is expected to enhance the operational efficiency of the state’s training institutions and contribute to better governance.

The initiative underscores Odisha’s commitment to building a forward-looking civil service training ecosystem and represents a key stride toward achieving the state’s vision of “Vikshit Odisha by 2036” and contributing to a “Vikshit Bharat by 2047.”
