
Bhubaneswar: To improve governance efficiency and delivery, the Odisha government on Sunday held a high-level meeting chaired by Development Commissioner-cum-Additional Chief Secretary Anu Garg to review and streamline the Annual Action Plan for FY 2025-26.
The meeting, attended by senior officers of the Planning and Convergence Department, focused on finalising timelines and strategies for preparing action plans under key Local Area and Regional Development Schemes, including MP-LADS, MLA-LADS, KBK Bikas Yojana, and the Kandhamal & Gajapati Bikas Yojana.
“Our aim is to make governance more effective, simple, and focused on timely delivery,” said Anu Garg, underscoring the need to eliminate procedural redundancies and overhaul outdated systems.
The meeting also discussed strengthening Odisha’s planning machinery to ensure better convergence of schemes and more impactful implementation. Officers were instructed to devise strategies that improve monitoring and execution, particularly in backward and aspirational regions.
A key focus area was the District Mineral Foundation (DMF), where officials explored ways to enhance the monitoring mechanism and ensure that the fund’s utilisation aligns with community development goals. Making the DMF framework more accountable and transparent was identified as a critical priority.
The deliberations are expected to pave the way for a more responsive and people-centric governance model. By streamlining administrative processes and removing bottlenecks, the government aims to accelerate development, especially in underserved areas.
Officials believe that the outcome of these reforms will result in faster fund utilisation, reduced delays, and greater synergy between various departments and schemes.
The roadmap being developed is in line with the state’s larger goal of making public administration efficient, inclusive, and development-focused, ensuring that government schemes deliver tangible results at the grassroots level.
