Bhubaneswar: The Odisha government has borrowed ₹21,177.99 crore from various sources over the last nine months (June 2024 – February 2025) to fund capital investments and key development projects, Chief Minister Mohan Charan Majhi informed the State Assembly on Monday.
In a written statement responding to Bhograi BJD MLA Goutam Buddha Das, CM Majhi detailed the breakdown of the borrowing:
- ₹7,149.56 crore from the central government
- ₹9,000 crore from the open market
- ₹2,261.16 crore from NABARD (National Bank for Agriculture and Rural Development)
- ₹2,750 crore from OMBADC (Odisha Mineral Bearing Areas Development Corporation)
- ₹2,370 crore from CAMPA (State Compensatory Afforestation Fund Management and Planning Authority)
- Net Provident Fund deduction: ₹2,352.73 crore
The Chief Minister emphasized that the borrowed funds are being fully utilized for infrastructure and welfare initiatives, including irrigation, energy, road construction, disaster management, and urban development.
During the same period, the state government repaid ₹14,970.97 crore towards previous loans, ensuring a balanced approach to debt management.
