Odisha Governor Approves 10% Reservation for Retired Agniveers in Uniformed Services

Bhubaneswar: To support the integration of ex-military personnel into state services, the Governor of Odisha, under the powers conferred by Article 309 of the Constitution, has approved new rules providing 10% horizontal reservation for retired Agniveer personnel in the state’s Uniformed Services. The regulations were framed on Friday and will be officially known as the Odisha Retired Agniveers (Employment in Uniformed Services) Regulations, 2024.

The new regulations will come into effect immediately upon their publication in the Gazette of Odisha, marking a major step in offering employment opportunities to those who have served under the Agniveer Recruitment Scheme of the Government of India.

As defined in the regulations, “Retired Agniveers” refers to individuals who have completed four years of service in the armed forces under the Agniveers Recruitment Scheme. This new reservation policy applies to Uniformed Services such as the Police, Forest, Fire Services, and other similar services as may be declared by the government.

Key Highlights of the Reservation Policy:

  • 10% Horizontal Reservation: The regulations reserve 10% of all ‘C’ and ‘D’ category posts in uniformed services for retired Agniveers, filled by direct recruitment. This is in addition to the existing reservation for ex-servicemen.
  • Eligibility: Retired Agniveers must meet the minimum educational and other qualifications required for the post as per recruitment regulations, effective from the date of their Agniveers Certificate.
  • Age Relaxation: The maximum age limit for retired Agniveers applying for these posts will be raised by three years, giving them additional time to qualify for employment.
  • Exemption from Physical Fitness Test: Retired Agniveers will be exempt from the physical fitness tests typically required for entry into the uniformed services, offering them a smoother transition into these roles.

This landmark policy aligns with the state government’s efforts to support Agniveer personnel as they transition from military to civilian life, while also strengthening the state’s security and emergency response services with skilled and disciplined personnel. The reservation not only aids in employment but also ensures that their valuable experience contributes to the state’s workforce.
