Bhubaneswar: The Odisha government has approved 19 industrial investment proposals involving a combined investment of ₹3,280.58 crore and an employment potential of 10,661, with projects spanning manufacturing, biofuel, technology-enabled services, tourism and other emerging sectors.
The approvals were accorded at the 150th State Level Single Window Clearance Authority (SLSWCA) meeting chaired by Chief Secretary Anu Garg. The projects are proposed across several districts, including Angul, Deogarh, Ganjam, Jagatsinghpur, Jharsuguda, Cuttack, Khordha, Koraput, Puri and Sundargarh. One biofuel project will be implemented across eight districts.
The approved proposals cover Textiles, Apparel and Technical Textiles, Food Processing, Steel Downstream, Global Capability Centres, Biofuel, Chemicals and Chemical Products, Circular Economy, Plastics and Tourism.
In the textiles and technical textiles sector, Dollar Industries will set up an integrated hosiery manufacturing unit in Khordha, covering finished hosiery, knitting fabrics, bleaching and dyeing. The project entails an investment of ₹125 crore and is expected to create 1,185 jobs.
Sai Workwear Private Limited will invest ₹59 crore in an integrated technical textiles manufacturing unit in Puri, covering apparel, fire-retardant workwear and protective technical textiles. The project is expected to generate 3,650 jobs.
In food processing, Geofast Industries (India) Limited will establish an integrated facility for snacks, savouries and namkeen in Khordha with an investment of ₹120 crore and employment potential of 350. Jai Bhawani Foods Private Limited will set up an integrated food and confectionery co-packaging unit in Cuttack with an investment of ₹100 crore, creating 550 jobs.
Three projects have been approved in the steel downstream sector.
SPS Arihant Steel Structures Private Limited will establish facilities in Deogarh to manufacture 30,000 TPA steel I-girders and box beams, 5,000 TPA fasteners and 1.5 lakh TPA TMT rebar couplers. The project involves ₹140 crore and is expected to create 595 jobs.
Steeledge Fabrication will invest ₹108.82 crore in a fabrication and machining unit with a capacity of 60,000 MT in Sundargarh, generating 375 jobs. Bhubaneswar Udyog Private Limited will set up facilities in Cuttack for colour-coated sheets, corrugated and plain GI sheets and GI structural components with an investment of ₹101.99 crore and employment potential of 130.
Tata Power will establish a Global Capability Centre in Khordha with an investment of ₹54.31 crore, creating 110 jobs. The project is expected to add to the state’s growing technology and knowledge-driven services ecosystem.
The biofuel sector accounts for two of the approved projects.
Indian Oil Corporation Limited will establish 39,600 TPA compressed biogas manufacturing facilities across Baleswar, Balangir, Bargarh, Ganjam, Kalahandi, Keonjhar, Mayurbhanj and Subarnapur. The project involves an investment of ₹960 crore and is expected to generate 760 jobs.
Kineta Global Limited will establish an 8,250 TPA compressed biogas manufacturing facility in Ganjam with an investment of ₹170 crore, creating 170 employment opportunities.
Aquaproof Wallcare India Private Limited will establish a 3.05 lakh MT construction chemicals manufacturing facility in Cuttack with an investment of ₹62.64 crore and employment potential of 135.
Asipiya Chemicals and Solvent Private Limited will set up a 500 MT petroleum and petrochemical solvent distillation unit in Jagatsinghpur with an investment of ₹60 crore, creating 75 jobs.
Under the circular economy sector, Ramuka Global LLP will establish an iron and steel slag processing facility in Angul. The facility will produce 990 TPA of iron and steel slag aggregate, slag cement, ready-to-use pothole mix and soil stabiliser. The project involves an investment of ₹50.15 crore and is expected to create 411 jobs.
Shri Dakshineshwari Maa Polyfabs Limited will establish a facility in Khordha to manufacture 40,000 MT of PP woven and non-woven fabric and bags. The project involves an investment of ₹401.63 crore and has an employment potential of 490.
Five tourism projects have also received approval across Ganjam, Jharsuguda, Koraput and Puri.
BBB Hotel Private Limited will establish a five-star hotel in Ganjam with an investment of ₹208.04 crore and employment potential of 300.
Hotel Sea Pearl Orissa Private Limited will set up a five-star beach resort in Puri under a brand partnership with the ACCOR group of hotels and resorts. The project involves an investment of ₹180 crore and is expected to create 630 jobs.
Highland Hotels & Resorts Private Limited will establish a four-star resort in Jharsuguda with an investment of ₹150 crore and employment potential of 250.
Puri Eco-Tourism and Resorts Private Limited will set up a four-star resort in Puri with an investment of ₹124 crore, creating 305 jobs, while Odyssey Leisure Private Limited will establish a four-star resort in Koraput with an investment of ₹105 crore and employment potential of 190.
“The approvals at the 150th Single Window Clearance meeting reflect the growing diversity of Odisha’s investment landscape. Our focus is not only on attracting investments, but also on creating productive employment and strengthening industrial ecosystems across regions,” said Chief Secretary Anu Garg.
She said the state was encouraging investments that add value to local resources, build supply chains and create sustainable economic opportunities. The government, she added, would continue to facilitate coordinated clearances to help investors move from proposal to implementation.
The 19 projects span both traditional industries and emerging sectors, reflecting the state government’s emphasis on value addition, employment generation and regional industrial development. The government said the investments are aligned with its broader vision of Samruddha Odisha 2036, with a focus on productive employment, stronger industrial ecosystems, value-added manufacturing and sustainable economic growth.
