Bhubaneswar: The State Government has set an ambitious roadmap to strengthen Odisha’s aviation ecosystem, with a vision to establish 15 fully operational airports by 2047, significantly enhancing regional, domestic and international connectivity. This was discussed at the fourth meeting of the High Power Committee on Aviation held here today under the chairmanship of Chief Secretary Manoj Ahuja.
The meeting, convened at Kharabela Bhawan, focused on aligning aviation development with the long-term vision of Vikshit Odisha 2036–47. Development Commissioner-cum-Additional Chief Secretary Anu Garg, Principal Secretary, Commerce & Transport Usha Padhee, Commissioner-cum-Secretary, Tourism Balwant Singh, and other senior officials took part in the deliberations.
Reviewing emerging opportunities in the aviation sector, the Committee discussed strategies to accelerate infrastructure development, improve air connectivity and create a supportive policy environment. Special emphasis was laid on the formulation of a comprehensive State Aviation Policy to streamline regulatory processes, attract private investments and ensure balanced growth across the sector.
The Committee also highlighted the need for a dedicated policy to promote Flight Training Organisations (FTOs) in Odisha, with the objective of building a strong talent pipeline for the aviation industry. The operationalisation of the Aviation Centre at Dhenkanal came up for review, with proposals to develop it into a major hub for flight training and capacity building.
Recognising the potential of the aviation value chain, the meeting deliberated on granting thrust sector status to aviation manufacturing and Maintenance, Repair & Overhaul (MRO) facilities under the Industrial Policy Resolution. This move is expected to attract new industries and investments while generating skilled employment opportunities.
Discussions further covered the development of a new Destination Policy to promote general aviation and improve connectivity to remote and underserved regions through small aircraft-based services. Progress on existing and proposed airports and airstrips, including the Greenfield International Airport at Puri, was reviewed along with connectivity to key industrial and commercial centres such as Rourkela and Jharsuguda.
Chairing the meeting, Chief Secretary Manoj Ahuja emphasised the importance of strong inter-departmental coordination, timely execution of projects and forward-looking planning to position Odisha as a leading aviation hub in eastern India and unlock new avenues for tourism, trade and investment.
