Odisha Cabinet Approves District Cadre Status for Excise Constables to Streamline Recruitment and Operations

Bhubaneswar: In a major administrative reform, the Odisha Cabinet on Wednesday approved an amendment to the Odisha Lower Excise Services (Employment Procedures and Service Regulations of Excise Constables) Rules, 2023, transitioning the cadre of Excise Constables from Divisional Cadre to District Cadre. This strategic move aims to enhance recruitment efficiency and improve operational management within the state’s Excise Department.

The decision marks a significant shift in personnel management, aligning Excise Constables more closely with district-level needs and allowing for more streamlined recruitment and deployment of human resources.

According to officials, the Excise Department proposed the amendment to address persistent challenges in recruitment and administration that stemmed from the broader divisional cadre system. The new district cadre structure is expected to boost accountability, localize enforcement efforts, and strengthen policy implementation on the ground.

“This cadre restructuring will facilitate smoother recruitment processes, ensure optimal use of manpower at the local level, and strengthen the department’s capacity to enforce excise laws more effectively,” a senior official said.

The reform reflects the Odisha government’s broader commitment to modernizing service regulations, empowering local administrative units, and making governance more responsive and efficient.

With this move, the Excise Department is set to benefit from improved coordination, better resource management, and enhanced service delivery, thereby contributing to the state’s ongoing efforts to build transparent and robust enforcement mechanisms across all districts.
