Odisha and Gates Foundation Sign Landmark MoU to Drive Inclusive Agriculture Transformation

Bhubaneswar: To promote inclusive, climate-resilient agriculture, the Government of Odisha and the Bill & Melinda Gates Foundation today signed a landmark Memorandum of Understanding (MoU) to collaborate on key areas including AI-enabled agriculture, precision farming, climate-smart innovations, and enhanced productivity in dairy and fisheries sectors.

The multi-year partnership, anchored by the Department of Agriculture and Farmers’ Empowerment (DAFE) and the Fisheries & Animal Resources Development Department (FARDD), is aimed at implementing science-based, data-driven strategies to transform Odisha’s agri-food system. The collaboration will focus on building technical capacity, accelerating research, and deploying on-ground interventions in climate-smart agriculture (CSA).

Future-Ready Agriculture for Odisha

Speaking at the signing ceremony, Kanak Vardhan Singh Deo, Deputy Chief Minister of Odisha, called the partnership “a significant leap toward future-ready agriculture.” He emphasized the state’s commitment to leveraging knowledge, innovation, and strategic partnerships to benefit farmers and ensure inclusive growth.

Alkesh Wadhwani, Director of Poverty Alleviation at the Gates Foundation, said, “We are proud to deepen our collaboration with the Government of Odisha. This partnership will serve as a catalyst to combine innovation with large-scale farmer adoption, placing Odisha at the forefront of sustainable and inclusive agricultural growth.”

Launch of Climate Smart Agriculture Alliance Odisha

The event also witnessed the official launch of the Climate Smart Agriculture Alliance Odisha — a collaborative platform bringing together government bodies, research institutions, startups, NGOs, civil society organizations, and private players. The Alliance aims to fast-track adoption of CSA technologies and strategies tailored to local agro-climatic needs.

Key Research Publications Unveiled

Two key research reports were released during the event:

  • “Data-Driven Prioritisation of Districts for Climate-Smart Agriculture in Odisha” by the Center for Study of Science, Technology and Policy (CSTEP), which provides a district-level analysis of climate risks, resource use, and emissions, forming a foundation for localized Climate Action Plans.
  • “Transforming Fallow Lands—An Impact Evaluation of the Comprehensive Rice Fallow Management Program in Odisha” by the International Food Policy Research Institute (IFPRI), which presents compelling evidence of increased pulse and oilseed productivity through the successful conversion of fallow lands under the CRFM program.

Additionally, the Odisha Agriculture Statistics 2023–24 was released, offering crucial insights and data to support evidence-based agricultural policy planning.

High-Level Endorsements of the MoU

Dr. Arabinda Kumar Padhee, IAS, Principal Secretary, Department of Agriculture and Farmers’ Empowerment, termed the collaboration as “a unique convergence of science, policy, and partnerships,” with potential to scale global best practices using digital platforms.

Suresh Kumar Vashishth, IAS, Principal Secretary, FARDD, highlighted how the partnership will strengthen the fisheries and livestock sectors through scientific planning, data analytics, and policy refinement.

Transforming the Agri-Digital Ecosystem

Through this MoU, the partnership will strengthen Odisha’s digital agri-ecosystem, promote crop diversification, enable market and export linkages, advance livestock development, and ensure the inclusion of women farmers. The alliance aims to build climate resilience while improving productivity and income for smallholder farmers.
